Depuis maintenant deux décennies, Le parlementarisme canadien est devenu un ouvrage incontournable en langue française sur les institutions et les principaux acteurs politiques au Canada et au Québec ainsi que sur les aspects les plus fondamentaux du fédéralisme canadien. Tout en s'inscrivant dans la lignée des cinq premières éditions, qui ont reçu un accueil très favorable aussi bien dans les milieux d'enseignement universitaire et collégial qu'auprès des gens des médias et des parlementaires des deux ordres de gouvernement, cette sixième édition innove sous plusieurs aspects. Deux chapitres ont été supprimés, un nouveau chapitre sur le marketing politique s'est ajouté et, surtout, deux nouveaux auteurs se sont joints à l'équipe, assurant ainsi la relève. Cette sixième édition comprend non seulement une mise à jour des différents chapitres, afin de tenir compte des événements politiques survenus depuis 2013, mais aussi une révision de l'ensemble du contenu qui s'est traduite par la suppression de certains passages et la réduction de la taille de tous les chapitres. Tout en étant centrée sur la vie politique canadienne, elle porte également une attention particulière à la vie politique au Québec. On y retrouve toujours un glossaire auquel s'ajoutent la Loi constitutionnelle de 1867 et la Loi constitutionnelle de 1982 visant à faciliter la consultation de ces deux textes qui font l'objet de multiples renvois dans plusieurs chapitres. Si cet ouvrage s'adresse d'abord aux étudiants et étudiantes de l'enseignement universitaire ou collégial, nous espérons vivement qu'il continuera d'être utile aux parlementaires, aux journalistes de même qu'au grand public.

Cette septième édition s’inscrit dans le sillage des éditions précédentes, qui ont reçu un accueil très favorable aussi bien dans les milieux d’enseignement collégial et universitaire qu’auprès des gens des médias et des parlementaires. Outre la mise à jour de tous les chapitres afin de tenir compte des événements politiques survenus depuis 2017, cette septième édition innove sur trois points. Le premier est d’incorporer un chapitre sur les mouvements sociaux et les groupes d’intérêt, des acteurs politiques qui, bien qu’ils soient à l’extérieur des institutions parlementaires, exercent sur ces dernières des influences déterminantes. Le deuxième est d’élargir la focale analytique afin de mieux refléter une société politique canadienne de plus en plus diversifiée, comme en témoigne la mise au programme politique des questions en lien avec les peuples autochtones. La préface de Manon Cornellier constitue le troisième élément d’innovation. Cette journaliste a couvert la politique parlementaire canadienne pendant plus de 30 ans, dont 25 au quotidien Le Devoir. Sa préface rappelle qu’il existe tout un monde entre le parlementarisme vu par les théories et le parlementarisme mis en pratique ; la démocratie représentative exige de la vigilance. Si l’objectif premier de cette septième édition de Parlementarisme est d’accompagner une nouvelle génération d’étudiantes et d’étudiants dans leur exploration du régime parlementaire canadien, un autre but est de les éveiller à une citoyenneté critique.

The last decade has seen radical changes in the way we are governed. Reforms such as the Human Rights Act and devolution have led to the replacement of one constitutional order by another. This book is the first to describe and analyse Britain's new constitution, asking why it was that the old system, seemingly hallowed by time, came under challenge, and why it is being replaced. The Human Rights Act and the devolution legislation have the character of fundamental law. They in practice limit the rights of Westminster as a sovereign parliament, and establish a constitution which is quasi-federal in nature. The old constitution emphasised the sovereignty of Parliament. The new constitution, by contrast, emphasises the separation of powers, both territorially and at the centre of government. The aim of constitutional reformers has been to improve the quality of government. But the main weakness of the new constitution is that it does little to secure more popular involvement in politics. We are in the process of becoming a constitutional state, but not a popular constitutional state. The next phase of constitutional reform, therefore, is likely to involve the creation of new forms of democratic engagement, so that our constitutional forms come to be more congruent with the social and political forces of the age. The end-point of this piecemeal process might well be a fully codified or written constitution which declares that power stems not from the Queen-in Parliament, but, instead, as in so many constitutions, from `We, the People'. The old British constitution was analysed by Bagehot and Dicey. In this book Vernon Bogdanor charts the significance of what is coming to replace it. The expenses scandal shows up grave defects in the British constitution. Vernon Bogdanor shows how the constitution can be reformed and the political system opened up in`The New British Constitution'.

In contemporary philosophy, substantive moral theories are typically classified as either consequentialist or deontological. Standard consequentialist theories insist, roughly, that agents must always act so as to produce the best available outcomes overall. Standard deontological theories, by contrast, maintain that there are some circumstances where one is permitted but not required to produce the best overall results, and still other circumstances in which one is positively forbidden to do so. Classical utilitarianism is the most familiar consequentialist view, but it is widely regarded as an inadequate account of morality. Although Professor Scheffler agrees with this assessment, he also believes that consequentialism seems initially plausible, and that there is a persistent air of paradox surrounding typical deontological views. In this book, therefore, he undertakes to reconsider the rejection of consequentialism. He argues that it is possible to provide a rationale for the view that agents need not always produce the best possible overall outcomes, and this motivates one departure from consequentialism; but he shows that it is surprisingly difficult to provide a satisfactory rationale for the view that there are times when agents must not produce the best possible overall outcomes. He goes on to argue for a hitherto neglected type of moral conception, according to which agents are always permitted, but not always required, to produce the best outcomes.
