In 2011, Egypt witnessed more protests than any other country in the world. Counter to the received narrative, Amy Austin Holmes argues that the ousting of Mubarak in 2011 did not represent the culmination of a revolution or the beginning of a transition period, but rather the beginning of a revolutionary process that would unfold in three waves, followed by two waves of counterrevolution. This book offers the first analysis of both the revolution and counterrevolution in Egypt from January 2011 until June 2018. The period of revolutionary upheaval played out in three uprisings against three distinct forms of authoritarian rule: the Mubarak regime and the police state that protected it, the unelected military junta known as the Supreme Council of Armed Forces, and the religious authoritarianism of the Muslim Brotherhood. The counterrevolution occurred over two periods: the first under Adly Mansour as interim president and the second after El Sisi was elected president. While the regime imprisoned or killed the leadership of the Muslim Brotherhood and many secular activists during the first wave of the counterrevolution, it turned against civil society at large during the second: NGOs, charities, media, academia, and minority groups. In addition to providing new and unprecedented empirical data, Coups and Revolutions makes two theoretical contributions. First, it presents a new framework for analyzing the state apparatus in Egypt based on four pillars of regime support that can either prop up or press upon whoever is in power. These are the Egyptian military, the business elite, the United States, and the multi-headed opposition. Secondly, the book brings together the literature on bottom-up revolutionary movements and top-down military coups, and it introduces the concept of a coup from below in contrast to the revolution from above that took place under Gamal Abdel Nasser.

Strangely enough, while the pictures used to illustrate the most recent wave of protests for democracy in North Africa represent mass protest, research on social movements and democratization have rarely interacted. This volume aims to fill this gap by looking at episodes of democratization through the lens of social movement studies. Without assuming that democratization is always produced from below, the author singles out different paths of democratization by looking at the ways in which the masses interact with the elites, and protest with bargaining: eventful democratization, participated pacts and troubled democratization. The main focus is on the first of the paths: eventful democratization, that is cases in which authoritarian regimes break down following-often short but intense-waves of protest. Recognizing the particular power of some transformative events, the analysis locates them within the broader mobilization processes, including the multitude of less visible, but still important protests that surround them. Cognitive, affective and relational mechanisms are singled out as transforming the contexts in which dissidents act. In all three paths, mobilization of resources, framing processes and appropriation of opportunities will develop in action, in different combinations. The comparison of different cases within two waves of protests for democracy, in Central Eastern Europe in 1989 and in the Middle East and North Africa in 2011, allows the author to theorize about causal mechanisms and conditions as they emerge in mobilizations for democracy.

La mission d’information sur les « révolutions arabes », créée par la Commission des affaires étrangères le 14 novembre 2012, a eu pour ambition de faire un point d’ensemble, mais nécessairement provisoire, sur les transformations en cours dans les pays de la rive Sud de la Méditerranée depuis l’immolation d’un jeune marchand ambulant, Mohamed Bouazizi, en Tunisie, le 17 décembre 2010. Après avoir insisté sur les différentes erreurs politiques et méthodologiques à éviter pour appréhender ce « réveil global », qui porte en lui la fin de la prétendue « exception arabe » et de la « stabilité autoritaire » à laquelle cette région paraissait condamnée, comme si elle devait rester à l’écart du reste du monde, le présent rapport s’interroge sur la nature et les causes des événements qui se déroulent depuis la fin de l’année 2010. Il s’agit notamment de comprendre « l’effet de souffle » qui a touché l’ensemble de la zone, sous des formes diverses, depuis la Tunisie jusqu’à la Syrie et les pays du Golfe, où un soulèvement a été maté dans le sang et l’indifférence générale au Bahreïn. La mission d’information s’est ensuite intéressée plus particulièrement à trois pays où des processus révolutionnaires ont conduit à la chute du pouvoir, la Tunisie, l’Egypte et la Libye. Des délégations de la mission s’y sont rendues afin de dresser un premier bilan, lui aussi provisoire, tant les transitions sont longues, sinueuses et encore indécises. Où en est-on en matière économique et sociale, dans le respect des principes démocratiques et des droits de l’homme, en ce qui concerne la situation des femmes et celle des minorités, du point de vue de la situation sécuritaire, mais aussi dans l’élaboration d’un nouveau pacte national ? Des développements sont consacrés en parallèle aux principaux acteurs qui exercent un rôle structurant – mais non convergent – sur l’évolution de ces trois pays : l’UGTT en Tunisie, l’armée égyptienne et les « katibas » (milices armées) qui exercent toujours une emprise puissante sur la Libye. Au terme d’un travail de presque une année, qui a conduit les membres de la mission d’information à rencontrer des dizaines d’experts, de diplomates, de responsables politiques ou encore d’acteurs issus de la société civile et des milieux économiques, à Paris comme à Tunis, au Caire, à Alexandrie et à Tripoli, le rapport formule une série de recommandations pour faire de la Méditerranée une véritable priorité d’action pour la France et pour l’Europe, afin de mieux anticiper les évolutions en cours et d’éviter ainsi des à-coups aussi brutaux que ceux de 2011, mais aussi pour renforcer nos positions et nos liens avec les pays de la rive Sud de la Méditerranée, dont l’importance est capitale pour notre avenir.
