La désertification est un phénomène mondial qui affecte près de la moitié de la surface de la planète. En Afrique, 43 % des terres se trouvent dans des zones arides ou semi-arides, et la lutte contre la désertification dans ces milieux y constitue une des priorités majeures des Etats sahélo-sahariens du Circum-Sahara. "L'Initiative africaine Grande Muraille Verte" (IAGMV) répond à ces enjeux via un ensemble d'actions destinées à assurer le développement socio-économique régional. Elle signe l'émergence d'un leadership de l'Afrique dans la prise en charge de ses défis environnementaux, à travers la gestion durable et la valorisation de l'important potentiel de développement des zones arides du continent. Malgré l'acquisition de connaissances scientifiques et techniques dans les domaines liés à la gestion durable des terres en zones arides, la majeure partie de ces données n'a pas été capitalisée et diffusée, ce qui fragilise la mise en place des différentes politiques de lutte contre la désertification. Cet ouvrage a ainsi pour objectif de faire l'état des lieux des connaissances et initiatives sur la gestion des problématiques de la désertification. Il capitalise les résultats, les expériences, les techniques et autres données issues de la recherche scientifique, mais aussi des pratiques et des savoirs traditionnels acquis au cours des cinquante dernières années. Il propose les recommandations qui en découlent afin d'optimiser les stratégies et les performances des programmes et projets de "l'Initiative Grande Muraille Verte". Il s'adresse aux chercheurs, hydrologues, écologues, agronomes ainsi qu'aux développeurs et aménageurs investis dans les programmes de lutte contre la désertification. Un cd-rom reprenant l'ensemble des contributions augmentées de deux documents est joint à l'ouvrage.

L’initiative de la Grande Muraille Verte (GMV), projet transcontinental, est une réponse de l’Afrique à la désertification, à la pauvreté et au changement climatique. Elle repose sur une approche concertée, multisectorielle, mettant en synergie des actions de lutte contre ces trois fléaux majeurs pour le continent africain. La particularité de la GMV est, tout en créant et consolidant une ligne de défense par des activités de reboisement et d’aménagement, de contribuer efficacement au développement intégré des zones rurales et d’aider à la lutte contre la pauvreté dans le cadre d’un développement durable. Il s’agit de l’installation et de la mise en valeur intégrée d’espèces végétales à valeur économique adaptées aux terres arides et aux particularités locales, de bassins de rétention, de systèmes de production agricoles et autres activités génératrices de revenus. La GMV intègre ainsi plusieurs systèmes des plantations artificielles anciennes ou nouvelles, des unités agro-sylvo-pastorales. Des zones de parcours villageoises ou intercommunautaires, des parcs animaliers, des réserves communautaires et des couloirs de migration de faune. Cet édifice transcontinental est une référence de modèle d’intégration sous-régional mettant en exergue une initiative originale initiée par des pays fortement assujettis aux phénomènes de désertification et de changement climatique Il constitue un Modèle Multisectoriel de Développement Intégré des Zones Andes (MDI/ZA). Dédié à la lutte contre tes effets et l’avancée de la désertification, à la restauration et la mise en valeur des zones dégradées et au mécanisme de développement propre dû à sa forte capacité de séquestration de carbone. L’ouvrage vise un large public, notamment les scientifiques, enseignants, décideurs, techniciens charges de la mise en œuvre de la GMV et permet d’apprécier l’originalité du projet dans son approche concertée et multisectorielle et ses résultats dans le développement intégré des zones arides a semi-arides.

Although the main focus of this book is on the estuaries, its scope goes well beyond this particular coastal feature. Indeed, the estuary can only be considered as part of the life cycle of the entire river and the marine area it feeds into: an area particularly subject to human and natural pressures. The main estuaries and deltas of West and Central Africa region provide a variety of goods and services to its coastal population. The most important of them are related to critical fish habitat, wood and charcoal from mangroves, as well as space for agriculture, aquaculture, urban development, tourism and transport. Particular emphasis has been made in this book on mangroves that play a significant role in terms of flood control, groundwater replenishment, coastline stabilization and protection against storms. They also retain sediments and nutrients, purify water, and provide critical carbon storage. Such hydrological and ecological functions explain the focus on serving mangrove ecosystems and the nearby communities, which draw significant income from fishing, rice production, tourism, salt extraction and other activities such as harvesting honey and medicinal plants, hence the need for preserving mangrove ecosystems to ensure sustainability of the estuaries and deltas of West and Central Africa region. The book has a foreword by Mr. Achim Steiner, United Nations Under-Secretary General and Executive Director of UNEP who is stating that credible and up-to-date information is essential for the public at large but more specifically for scientists, researchers, managers, decision-makers all working together in order to safeguard, protect and sustainably manage estuaries, deltas and lagoons, and the coastal and ocean waters of Western and Central Africa.

The question in the title of this book draws attention to the shortcomings of a concept that has become a political tool of global importance even as the scientific basis for its use grows weaker. The concept of desertification, it can be argued, has ceased to be analytically useful and distorts our understanding of social-environmental systems and their resiliency, particularly in poor countries with variable rainfall and persistent poverty. For better policy and governance, we need to reconsider the scientific justification for international attempts to combat desertification. Our exploration of these issues begins in the Sahel of West Africa, where a series of severe droughts at the end of the 20th century led to the global institutionalization of the idea of desertification. It now seems incontrovertible that these droughts were not caused primarily by local land use mismanagement, effectively terminating a long-standing policy and scientific debate. There is now an opportunity to treat this episode as an object lesson in the relationship between science, the formation of public opinion and international policy-making. Looking beyond the Sahel, the chapters in this book provide case studies from around the world that examine the use and relevance of the desertification concept. Despite an increasingly sophisticated understanding of dryland environments and societies, the uses now being made of the desertification concept in parts of Asia exhibit many of the shortcomings of earlier work done in Africa. It took scientists more than three decades to transform a perceived desertification crisis in the Sahel into a non-event. This book is an effort to critically examine that experience and accelerate the learning process in other parts of the world.
