"La montée en puissance de la présence chinoise en Afrique a autant suscité d'analyses qu'elle a éveillé de fantasmes dans les pays du Nord. Cette présence est pourtant ancienne. La Chine est en Afrique depuis longtemps, mais il faut admettre que les chiffres de la dernière décennie sont imposants ; les échanges entre le continent africain et ce pays ont été multipliés par douze. En 2010, pour la première fois, la Chine a dépassé les États-Unis, devenant le principal partenaire commercial bilatéral de l'Afrique. Le symbole le plus remarquable de l'engagement chinois restera pour longtemps la construction, pour un montant de 200 millions de dollars, du siège de la Commission de l'Union africaine, un édifice de 30 étages de verre et d'acier, réalisé dans un délai de trois ans avec 500 bureaux et 3 salles de conférence totalement équipés. L'impact réel de l'expansion chinoise sur le développement africain reste encore incertain. La Chine n'échappe pas aux critiques sur la structure de ses échanges qui, loin de favoriser l'essor d'une industrie locale et ses retombées en termes d'emploi, de transfert de technologies et de réduction de la pauvreté, tend à conforter l'enfermement des économies africaines dans une spécialisation appauvrissante. La question qui se pose aujourd'hui est la suivante : comment la Chine, qui a capté la production industrielle de masse, pourrait-elle accompagner les pays africains à s'engager sur la voie classique "évolutionniste" qu'elle préconise, allant de l'agriculture à l'industrie, puis aux activités de services ?
