Depuis le milieu des annees 1980, le tramway a fait son retour dans le paysage des transports urbains. Dans les grandes villes, dans un premier temps - ainsi Nantes, Grenoble, Strasbourg. A la faveur du tournant du Grenelle de l'Environnement, le tramway a etendu son influence, pour gagner aujourd'hui l'ensemble des metropoles, la quasi-totalite des communautes urbaines et un grand nombre de grandes agglomerations. Avec Besancon, Aubagne et prochainement Avignon, le tramway s'est - timidement il est vrai - installe dans les villes moyennes. Il convient donc de revoir la reglementation technique et normative qui a, helas, echappe au choc de simplification voulu par le president de la Republique. Il y a pourtant beaucoup a faire en ce domaine pour debroussailler l'epais maquis reglementaire dans lequel evoluent les AOM, qu'il s'agisse de la necessaire modification du decret STPG ou encore de la revision de la loi MOP.

Cet ouvrage s’articule en quatre grandes parties. La première d’entre elles comprend les notions liminaires, étant l’objet, la spécificité et les sources du droit administratif.
