"This 2-volume set within the SAGE Reference Series on Leadership tackles issues relevant to leadership in the realm of science and technology. To encompass the key topics in this arena, this handbook features 100 topics arranged under eight headings. Volume 1 concentrates on general principles of science and technology leadership and includes sections on social-scientific perspectives on S & T leadership; key scientific concepts about leading and innovating in S & T; characteristics of S & T leaders and their environments; and strategies, tactics, and tools of S & T leadership. Volume 2 provides case studies of leadership in S & T, with sections considering leadership in informal communities of scientists and engineers; leadership in government projects and research initiatives; leadership in industry research, development, and innovation; and finally, leadership in education and university-based research. By focusing on key topics within 100 brief chapters, this unprecedented reference resource offers students more detailed information and depth of discussion than typically found in an encyclopedia entry but not as much jargon, detail or density as in a journal article or a research handbook chapter. Entries are written in language and style that is broadly accessible, and each is followed by cross-references and a brief bibliography and further readings. A detailed index and an online version of the work enhances accessibility for today's student audience"--

Leadership is vital to creativity and successful innovation in groups and organizations; leadership is however seldom studied in the academic literature as a creativity driver. One reason for the lack of attention paid to leadership’s effect on creativity may be the common belief that creativity cannot and should not be managed. Creative individuals and groups are regarded as, and indeed often are, autonomous and self-driving. From this belief the erroneous conclusion is drawn that there is no need for leadership in creative environments and situations. The better conclusion, proposed by this book, is that leadership not only stimulates creativity, but that such a leadership in the science, technology, and innovation fields should specifically possess at least two features: a) expertise in the field(s), and b) an ability to create, support, and encourage individuals, groups, and creative knowledge environments. A number of specialist authors in this volume offer original theoretical, empirical, and applied chapters that elucidate how to better organize and lead creative efforts in science, technology, and innovation. A number of important research questions are raised and answered, including: What kinds of leaderships are needed at different levels of S&T organizations for a creative output? What social and cognitive abilities and skills are needed for leadership in creative environments? How does leadership vary with different phases of the creative process? This book offers concrete analysis of how leaders and managers can facilitate, promote, and organize for creative performance in science, technology, and in innovating organizations, making it required reading for academic and industrial research leaders, scientists, and engineers.

The U.S. information technology (IT) research and development (R&D) ecosystem was the envy of the world in 1995. However, this position of leadership is not a birthright, and it is now under pressure. In recent years, the rapid globalization of markets, labor pools, and capital flows have encouraged many strong national competitors. During the same period, national policies have not sufficiently buttressed the ecosystem, or have generated side effects that have reduced its effectiveness. As a result, the U.S. position in IT leadership today has materially eroded compared with that of prior decades, and the nation risks ceding IT leadership to other nations within a generation. Assessing the Impacts of Changes in the Information Technology R&D Ecosystem calls for a recommitment to providing the resources needed to fuel U.S. IT innovation, to removing important roadblocks that reduce the ecosystem's effectiveness in generating innovation and the fruits of innovation, and to becoming a lead innovator and user of IT. The book examines these issues and makes recommendations to strengthen the U.S. IT R&D ecosystem.

The government of the United States today is deeply involved in activities that have significant scientific and technical (S&T) components that are vitally important for economic productivity and technological competitiveness, national security, an improved environment, better health, and many other purposes. Leadership of the government's role in S&T is exercised by fewer than 100 positions, most of them presidentially appointed and Senate confirmed. Yet there is considerable evidence of increasing difficulty in filling and keeping filled these seemingly prestigious positions. This book by a distinguished panel composed mostly of former presidential appointees delves into the reasons these federal S&T-related positions are vacant, identifies the serious consequences, and recommends a series of changes to reduce the hurdles and disincentives posed by the appointment and confirmation process and to make the positions more attractive to top candidates.
