Dabei kann man sich des Eindrucks nicht erwehren, daß in diesem Zusammenhang vor allem die zukünftige Bevölkerungsentwicklung mit großer Sorge betrachtet wird. Der Rückgang der Geburtenrate und die Zunahme der älteren Menschen drehen die Bevölkerungspyramide (vgl. Abb. 1) auf den Kopf,1 eine „dramatische demo-graphische Entwicklung”2 bahnt sich an, immer weni-ger Menschen, die im Arbeitsprozeß stehen, versorgen immer mehr alte Menschen. Die Sicherung der Renten ist ein regelmäßig wiederkehrendes Problem des Bundeshaushal-tes sowie ein immer aktuelles Wahlkampfthema. Auch die langanhaltende und intensive Debatte um die sog. Pflegeversicherung zeigte, daß die erwartete ,Überalterung‘ der Bundesrepublik jetzt schon ihre Schatten vorauswirft und es wird befürchtet, daß durch die Alten „die Generationensolidarität vor eine Bewährungsprobe”3 gestellt wird. Gleichzeitig bilden die alten Menschen jedoch auch einen nicht zu unterschätzenden Wirtschaftsfaktor: etwa 20% „der Verfügungseinkommen der Privathaushalte werden durch Privathaushalte gestellt, die diese über die Altersversorgung beziehen”.4 Nicht nur die bekannten ,Kaffeefahrten für Senioren‘ haben Hochkonjunktur, immer mehr Angebote der Freizeitindustrie richten sich speziell an alte Menschen, da hier ein großes Potential an finanziellen Mitteln einerseits und Freizeit andererseits gesehen wird.5 !! For much of the twentieth century improvement in the situation of disadvantaged communities was a focus for urban planning and policy. Yet over the past three decades the ideological triumph of neoliberalism has caused the allocation of spatial, political, economic, and financial resources to favor economic growth at the expense of wider social benefits. Susan Fainstein's concept of the "just city" encourages planners and policymakers to embrace a different approach to urban development. Her objective is to combine progressive city planners' earlier focus on equity and material well-being with considerations of diversity and participation so as to foster a better quality of urban life within the context of a global capitalist political economy. Fainstein applies theoretical concepts about justice developed by contemporary philosophers to the concrete problems faced by urban planners and policymakers and argues that, despite structural obstacles, meaningful reform can be achieved at the local level. In the first half of The Just City, Fainstein draws on the work of John Rawls, Martha Nussbaum, Iris Marion Young, Nancy Fraser, and others to develop an approach to justice relevant to twenty-first-century cities, one that incorporates three central concepts: diversity, democracy, and equity. In the book's second half, Fainstein tests her ideas through case studies of New York, London, and Amsterdam by evaluating their postwar programs for housing and development in relation to the three norms. She concludes by identifying a set of specific criteria for urban planners and policymakers to consider when developing programs to assure greater justice in both the process of their formulation and their effects.

Social researchers often collect "self-report" data based on interviews and surveys. There are major problems associated with the "reactive" nature of these data, for example, people are not always honest when asked to supply information on "sensitive issues". Unobtrusive methods produce data that are not elicited in this way. Instead data are "found" in the word, captured from various forms of observation or are retrieved from data repositories of various kinds. The production of unobtrusive methods requires considerable ingenuity on the part of the researcher and this book explores the methods involved and how they are produced. A major contribution to the field of crime/deviance, this volume by noted criminologist Charles R. Tittle puts forth an integrated theory of deviance—control balance. Its central premise is that the total amount of control people are subjected to, relative to the control they can exercise, will affect the probability and type of their deviant behavior. In developing control balance, Tittle critically reviews other general theories such as anomie, Marxian conflict, social control, differential association/social learning, labelling, and routine activities and offers reasons why those theories are insufficient. Using real-world examples to illustrate his argument, he contends that deviance results from the convergence of four variables, each of which represents an interactive nexus of several inputs, including most prominently a control imbalance. The variables are predisposition, motivation, opportunity, and constraint. Control balance theory also explains six basic types of deviance, ranging from predation, defiance, and submissiveness on one end of a control ratio continuum to exploitation, plunder, and decadence on the other. Tittle conceives of control balance as a continuation, or temporary culmination, of the collective efforts of crime/deviance scholars who have gone before, presenting it as a vehicle for trying to achieve a fully adequate general theory of deviance.

The assumption that rewards and punishments influence our choices between different courses of action underlies economic, sociological, psychological, and legal thinking about human action. Hence, the notion of a reasoning criminal--one who employs the same sorts of cognitive strategies when contemplating offending as they and the rest of us use when making other decisions--might seem a small contribution to crime control. This conclusion would be mistaken. This volume develops an alternative approach, termed the "rational choice perspective," to explain criminal behavior. Instead of emphasizing the differences between criminals and non-criminals, it stresses some of the similarities. In particular, while the contributors do not deny the existence of irrational and pathological components in crimes, they suggest that the rational aspects of offending should be explored. An international group of researchers in criminology, psychology, and economics provide a comprehensive review of original research on the criminal offender as a reasoning decision maker. While recognizing the crucial influence of situational factors, the rational choice perspective provides a framework within which to incorporate and locate existing theories about crime. In doing so it also provides both a new agenda for research and sheds a fresh light on deterrent and prevention policies.
