This book seeks to be relevant to the call to address inequalities, injustice, human rights, and social exclusion in a more integrated, holistic, and transformative manner. It seeks to do so by looking at what we have learned in both the development and human rights communities. The UN estimates that 4 billion people live outside the protection of the law. For these people the law is an abstraction, or a threat, but not something to use in exercising basic rights. "Legal empowerment" is about reversing that trend: about giving people the power to understand and use the law. However, despite many examples of success, there is no comprehensive understanding of what legal empowerment programs can and have achieved. For the first time we review here all available evidence on civil society-led legal empowerment efforts, defined as those that seek to increase the capacity of people to exercise their rights and to participate in processes of governing. To our knowledge this is the first review of its kind. There is substantial evidence available on the impact of legal empowerment interventions. This review analyses 199 studies that address the results of a wide range of legal empowerment work, such as women textile workers learning to advocate for better labor conditions in Honduras, paralegals improving fairness through mediation in Liberia, and citizens using scorecards to improve local health services in India. The studies cover interventions on every major continent, with Asia the most represented region, and draw data from evaluation methods including randomised control trials, surveys, interviews, and qualitative case studies. The breadth and richness of this body of work suggest we should revisit previous perceptions that there is little evidence on what legal empowerment can achieve. The studies collected here not only provide a basis for understanding the accomplishments of prior work, but can inform the design of future programs and research initiatives.

Despite providing society with a set of crucial services, large groups of workers in the informal economy are subject to exclusion and discrimination, and their lives are characterised by various types of vulnerabilities and deprivations that result from the denial of social, economic, political and legal protection. Although not new to the development vocabulary, the informal economy has received renewed attention in recent years largely due to the ILO's 'decent work' agenda and various efforts to promote 'legal empowerment of the poor'. With an explicit focus on labour rights, the book focuses on a nuanced understanding of the regulatory and operational challenges and dilemmas related to implementing the two approaches in selected countries in sub-Saharan Africa. In addition to analyzing structures and relations of power between the formal and the informal economies, the book critically discusses the work of governments, civil society organizations and the poor themselves to address the daily challenges of living in the informal economy.
