The book covers issues of constitutional design, legislative procedures and agenda control four Central American cases in a comparative perspective. The results relate to the critical view that presidential systems are inherently prone to institutional deadlock, deriving from their rigid constitutional design. My findings suggest that constitutional rules only determine broad parameters of variation, and that greater attention should be paid to the endogenous procedural design of the legislative process of decision-making in the explanation of institutional performance and inter-branch dynamics. The work is comparative and bridges quantitative and qualitative analysis. The data employed are original of lawmaking in one legislative term for the four cases under analysis. A final set of normative reflections includes ideas on the relevance of understanding constitutional choice. The theoretical, substantive and methodological implications of the findings are thus reinserted into a normative view on procedural justice and the quality of democracy.

In this volume, twelve experts on Latin American politics investigate the ways in which the interaction between legislative institutions and the policy positions of key actors affects the initiation and passage of legislation, covering seven Latin American Countries: Argentina, Brazil, Chile, Colombia, Mexico, Peru, and Uruguay. These seven presidential systems vary widely in terms of their legislative institutions and the position of relevant actors. The introduction provides a framework to understand the interaction of legislative majorities, political institutions, and policy position, and each chapter begins with a description of the constitutional and congressional rules that allocate powers to propose, amend, and veto legislation. The authors then identify the political actors who have these prerogatives and apply the framework to show how their policy positions and relative strengths influence legislative decision-making. The findings are consistent with the basic argument of the book that presidents with extensive legislative powers may be constrained by the positions of their legislative allies, whereas weaker presidents may be well-positioned to build successful coalitions to achieve their legislative goals. The essays in this volume demonstrate that institutional design, which determines the allocation of legislative powers, must be considered along with the policy preferences of key legislative actors in order to construct a full picture of law-making. Oxford Studies in Democratization is a series for scholars and students of comparative politics and related disciplines. This book rethinks gubernatorial effects on national politics using the case of the Argentine Senate. Simultaneously analyzing senatorial behavior in committees and on the floor, Kikuchi argues that senators strategically change their actions according to stages in the legislative process, and that longstanding governors may influence national politics, causing their senators to shelve unwanted presidential bills at the committee stage. He explains senatorial behavior focusing on varieties in the combinations of principals, whose preferences senators must take into account, and shows that legislators under the same electoral system do not necessarily behave in the same way. He also demonstrates that this argument can be applied to cases from other federal countries, such as Brazil and Mexico. Based on rich qualitative evidence and quantitative data, the book offers a theoretical framework for understanding how some governors may influence national politics.
