In this enormously influential book, Jurgen Habermas examines the deep tensions and crisis tendencies which underlie the development of contemporary Western societies and develops a powerful analysis of the legitimation problems faced by modern states. Habermas argues that Western societies have succeeded to some extent in stabilizing the economic fluctuations associated with capitalism, but this has created a new range of crisis tendencies which are expressed in other spheres. States intervene in economic life and attempt to regulate markets, but they find themselves confronted by increasing and often conflicting demands. As individuals become increasingly disillusioned, the state is faced with the possibility of a mass withdrawal of loyalty or support - a 'legitimation crisis'. Critical Theory originated in the perception by a group of German Marxists after the First World War that the Marxist analysis of capitalism had become deficient both empirically and with regard to its consequences for emancipation, and much of their work has attempted to deepen and extend it in new circumstances. Yet much of this revision has been in the form of piecemeal modification. In his latest work, Habermas has returned to the study of capitalism, incorporating the distinctive modifications of the Frankfurt School into the foundations of the critique of capitalism. Drawing on both systems theory and phenomenological sociology as well as Marxism, the author distinguishes four levels of capitalist crisis - economic, rationality, legitimation, and motivational crises. In his analysis, all the Frankfurt focus on cultural, personality, and authority structures finds its place, but in a systematic framework. At the same time, in his sketch of communicative ethics as the highest stage in the internal logic of the evolution of ethical systems, the author hints at the source of a new political practice that incorporates the imperatives of evolutionary rationality.

This book proposes a theory of the legitimation crisis of neoliberalism. Through analyses of the legitimation crisis of regulated capitalism and the characteristics and theories of neoliberalism, the author contends that neoliberalism is affected by crises of system and social integration. The crisis of system integration refers to the inability of market mechanisms to address problems of capital accumulation and social stability. The crisis of social integration refers to the unmet promises of economic growth and social well-being. While attempts to address these crises are carried out through state intervention, crisis resolutions are inadequate due to the limits of the free market system and current state forms. Alessandro Bonanno contends that, as ideological and material forms of legitimation are inadequate, and processes of capital accumulation are sluggish and resistance weak, change is necessary. He outlines how this change will be controlled by corporate actors, minimally address the demands of subordinate groups, and marginally alter existing conditions.

This volume examines why the 2008 financial crisis with the subsequent Great Recession did not foster a major institutional transformation of the capitalist market economy. It highlights the role of ideas and public discourse in explaining institutional stability and change in the wake of economic crises and other critical junctures. Examining legitimation discourse in four OECD countries (Germany, Switzerland, the United Kingdom and the United States) between 1998 and 2011, the contributions to the volume use different text-analytical methods to bring out the ideas that underpin affirmative and critical media discourse on the capitalist regime. Individual chapters focus on the contours and trajectories of legitimation discourse before and after the financial crisis, on the attribution of responsibility for the crisis, on the use of metaphors and narratives, and on the formation of discourse coalitions challenging the regime. Together, they show that the post-2008 legitimation crisis of the capitalist market economy did not result in its sustained delegitimation or in powerful new ideas that might have mobilized support for radical institutional change. The book will appeal to students and scholars of economic sociology, media studies and political science.
