As alterações legislativas verificadas em vários domínios, a recente atividade jurisprudencial, bem como as diversas deliberações da Comissão Nacional de Eleições, impunham a publicação de um manual que condensasse a evolução verificada e beneficiasse de uma análise doutrinária mais enriquecedora. Além da Lei Eleitoral, a qual consagra os princípios gerais e compreende as normas reguladoras dos diversos atos que constituem o processo eleitoral, integra, ainda, em legislação complementar, um conjunto de diplomas que direta ou indiretamente estão relacionados com o processo em apreço. Dos diplomas referidos, destaca- se a novíssima Lei n.o 72-A/2015, de 23 de julho, que estabelece o regime jurídico da cobertura jornalística em período eleitoral e regula a propaganda eleitoral através dos meios de publicidade comercial, que tem repercussões diretas e profundas no próprio articulado da lei eleitoral, revogando expressamente algumas das suas normas e consagrando, nas matérias em causa, um regime jurídico inteiramente inovador que rompe com a filosofia subjacente ao "histórico" Decreto-Lei n.o 85-D/75, de 26 de fevereiro, que perdurou por mais de 40 anos e que foi agora revogado. Finalmente, destacamos também a publicação da Lei Orgânica n.o 10/2015, de 14 de agosto, que adaptou e compatibilizou a Lei Eleitoral da Assembleia da República à nova organização do sistema judiciário, aprovada pela Lei n.o 62/2013, de 26 de agosto e regulamentada pelo Decreto-Lei n.o 49/2014, de 27 de março.
