Les arts de la citoyenneté au Sénégal est un ouvrage original qui examine des trajectoires urbaines dans le Sénégal contemporain et met à l’épreuve des perspectives inédites, qui portent une attention spécifique à la question de l’esthétique urbaine. Il aborde les politiques et stratégies déployées par les principaux acteurs et les manières dont ils rêvent la ville idéale, à partir des sites singuliers qu’ils occupent et des pouvoirs qu’ils détiennent. L’analyse privilégie les figures esthétiques, iconographiques, musicales et kinésiques des expressions citoyennes, des modes d’(auto)représentation et des parcours complexes de subjectivation individuelle et collective, alimentés principalement par des ressources urbaines. Cette lecture attentive des mutations sociales, politiques, économiques et culturelles des villes sénégalaises intervient très activement dans les débats théoriques et empiriques sur les études urbaines, en y incorporant des situations africaines souvent absentes de la littérature universitaire sur les villes. L’originalité des contributions de ce livre sur Les arts de la citoyenneté au Sénégal est de suivre à la trace les contingences, stratégies, innovations culturelles, mais aussi les recompositions sociales et spatiales qui réorganisent les ressources locales et globales, disponibles ou imaginées, pour les mettre au service de formes inédites de mobilisation et d’action politiques. Ces reconfigurations renouvellent les formules de civilité urbaine et citoyenne dont les expressions les plus significatives prennent des contours et des lignes artistiques. La juxtaposition de plusieurs échelles, géographique, locale et globale, rurale et urbaine, ouvre des perspectives novatrices aux études des régimes de civilité et de leurs pratiques ainsi qu’aux langages qui redéfinissent les cultures et communautés urbaines. Cet ouvrage constitue à ce titre une contribution majeure à la littérature sur les villes africaines. Mamadou Diouf est professeur d’Histoire et d’Études africaines. Il occupe la chaire Leitner Family d’Études africaines et dirige l’Institut d’Études africaines de l’université Columbia à New York (États-Unis). In April 1966, thousands of artists, musicians, performers and writers from across Africa and its diaspora gathered in the Senegalese capital, Dakar, to take part in the First World Festival of Negro Arts (Premier Festival Mondial des arts nègres). The international forum provided by the Dakar Festival showcased a wide array of arts and was attended by such celebrated luminaries as Duke Ellington, Josephine Baker, Aimé Césaire, André Malraux and Wole Soyinka. Described by Senegalese President Léopold Sédar Senghor, as 'the elaboration of a new humanism which this time will include all of humanity on the whole of our planet earth', the festival constituted a highly symbolic moment in the era of decolonization and the push for civil rights for black people in the United States. In essence, the festival sought to perform an emerging Pan-African culture, that is, to give concrete cultural expression to the ties that would bind the newly liberated African 'homeland' to black people in the diaspora. This volume is the first sustained attempt to provide not only an overview of the festival itself but also of its multiple legacies, which will help us better to understand the 'festivalization' of Africa that has occurred in recent decades with most African countries now hosting a number of festivals as part of a national tourism and cultural development strategy.
