Depuis le début des années 90, et notamment depuis l'occupation de l'église Saint-Bernard en 1996 par des étrangers sans papiers, différents événements de l'actualité ont mis en avant les Africains de France, et parmi eux, les Maliens, renforçant les fantasmes d'une prétendue " invasion " par des communautés non intégrables. Se plaçant à contre-courant de ces images, cet ouvrage vient rendre compte d'un mouvement généralisé, mais souvent ignoré, chez les Maliens (comme chez les Sénégalais ou les Mauritaniens) originaires de la région du fleuve Sénégal : leur forte organisation en associations visant à développer les villages d'origine. Cette migration a en effet multiplié depuis plus d'une quinzaine d'années les collectes de fonds pour réaliser des projets d'intérêt villageois. Ces réalisations se comptent par centaines et couvrent tous les secteurs de la vie : santé, scolarisation, consommation, production agricole. Par ailleurs, ces initiatives sont aussi le lieu d'une certaine redistribution des pouvoirs au sein de la famille et de la société villageoise. Parce que cette dynamique prend corps en France, elle regarde aussi la place que la société française assigne aux immigrés et les stratégies de remise en cause de cette place. Pour les migrants, en somme, ce mouvement associatif est tout autant le lieu de déploiement d'un rapport étroit avec le village d'origine, qu'il autorise à reconsidérer le rapport avec la société française. Par ces actions " développementalistes ", les immigrés interpellent aussi la société d'accueil. Tout d'abord parce que le " développement des zones d'origine des migrants " est devenu une affaire de politique intérieure française : alibi ou prétexte d'un rejet aggravé de l'étranger par certains courants de la société française, qui alimentent ainsi la peur de l'Autre. Ensuite, parce que la démarche des immigrés les a conduits, au fil des expériences, à la rencontre de toute une série de réseaux de citoyenneté ici et là-bas.

A ses débuts, la migration malienne vers la France était caractérisée par une présence temporaire masculine dont l'épargne était orientée vers l'économie domestique. Depuis, les formes migratoires ont connu des mutations qui ont conduit les immigrés maliens et leurs descendants à repenser leurs rapports à la France et au Mali. Ainsi, parallèlement aux projets collectifs réalisés au Mali dans le cadre d'associations, de nombreux maliens sont parvenus à initier différentes activités commerciales transnationales entre l'Europe (la France, la Belgique, l'Allemagne, etc.), l'Afrique (le Mali, le Sénégal, le Maroc, etc.) et l'Asie (Doubaï, Syrie, Chine, l'Arabie Saoudite, etc.). L'objectif général de ce travail est de comprendre la manière dont ces activités commerciales ont permis à certains Maliens de prendre place en France, de s'inscrire dans le double espace franco-malien et pour d'autres de se réinstaller économiquement au Mali. Il s'agit donc de cerner sur le double espace d'immigration et d'origine, l'émergence et le développement de leurs pratiques commerciales. Dans cette perspective, nous avons en France et au Mali réalisé entre janvier 2009 et mars 2012 une série d'enquêtes qualitatives centrées sur l'utilisation du guide d'entretien et d'une observation des commerces. Ce travail fait apparaître la valorisation et l'importance des ressources de la migration dans le début et le fonctionnement des commerces. Ces derniers présentent une grande variété. Ils vont de matériels solaires et informatiques, à la librairie islamique, la mode, les produits alimentaires et cosmétiques, les salons de coiffure, la restauration, etc. L'étude met en évidence l'existence de différentes figures de commerçants maliens. Les uns sont arrivés en France avec leur capital commercial. Les autres valorisent leur qualification professionnelle et leur épargne acquises durant leur séjour en France. Les enfants de la seconde génération ne sont pas aussi en marge de cette dynamique. Pour tous, les réseaux sociaux permettent de rendre possible leur volonté d'entreprendre Enfin, apparait un processus d'autonomisation de certaines femmes qui ne correspondent guère à l'image de l'accompagnatrice, de la veuve, ni de celle en rupture conjugale.

"Les premières études sur l'immigration malienne en France datent des années 1970. Depuis cette période, cette immigration a connu de profondes mutations sur les plans politique, économique et socioculturel. Les chercheurs en sciences sociales, notamment les anthropologues, sociologues, économistes, ont commencé à diversifier leur objet d'étude sur cette migration à partir d'événements qui ont fait débat en France, précisément l'expulsion de 101 Maliens par vol charter en 1986 par le ministre de l'Intérieur français de l'époque, Charles Pasqua. Dans cet ouvrage, l'auteur étudie les différents aspects de l'immigration malienne en France pour en élucider le fonctionnement et ses aspects économique, politique et socioculturel. Ceux-ci sont aujourd'hui indissociables si l'on veut étudier ce phénomène migratoire dans sa globalité. Cette approche multidimensionnelle permet de porter un regard sur les réalités du pays d'origine ainsi que sur celles du pays d'accueil dans l'étude du phénomène migratoire malien en France, mais aussi de dépasser la vision unilatéraliste de nombreux auteurs qui ont focalisé leurs travaux sur la condition sociale de ces immigrés. There are only a few studies that analyze the complex relationship between Migration and development in Africa. The book presents the main trends in African migration since the last two decades. It analyzes the major migration trends, the various migration hubs across the continent and the underlying factors explaining the changing nature of migration across the continent. A few of the chapters in the book examine the phenomenon of migration from a national perspective by focusing on migration trends in countries such as Ghana, Cameroon, Kenya, and Nigeria. Two chapters examine the migration links between Africa and Europe with one of them focusing on the political links between Ghana and the Netherlands while the other focuses on economic exchanges between the Cameroonian diaspora in Germany and selected groups and organizations in Cameroon. The uniqueness of this book lies in the varied disciplinary viewpoints used by the authors in explaining the phenomenon of migration and development in Africa. The authors are specialists in the fields of sociology, anthropology, geography, history, philosophy and migration studies. Examining migration from so many different perspectives enriches the analysis and brings in new insights that would otherwise have been missing with the use of a single disciplinary perspective. The book recommends the need for policy coordination by national governments of both origin and destination countries to manage the size and composition of migrants. Most migrant-receiving countries prefer to receive professionals and persons with the required skills and training while keeping out the bulk of untrained and lowly-skilled persons. The result of this is that most migrants leave their countries and enter their destination countries illegally, swelling the numbers of undocumented immigrants.
