Comment la Côte d'Ivoire, longtemps considérée comme un pays africain d'exception, par sa stabilité politique, sa croissance économique et son apparente capacité à intégrer une nombreuse population immigrée provenant des pays voisins, s'est-elle retrouvée piégée par des divisions qui ont failli la faire sombrer dans la guerre civile ? Tout en faisant une large place au récit des événements qui ont jalonné la dernière décennie - notamment la crise spectaculaire consécutive à l'élection présidentielle de novembre 2010 - et dans lesquels la France s'est trouvée fortement impliquée, Jean-Pierre Dozon nous donne ici les clefs d'une meilleure compréhension de ce processus apparemment inexorable de désunion et de brutalisation de la société. Il nous invite d'abord à revenir aux lendemains de la fin du règne de Félilx Houphouët-Boigny, une période marquée à la fois par un contexte de démocratisation de la sphère publique et par un épuisement du modèle de développement qui avait eu cours jusqu'alors et dont l'immigration était partie prenante. Une succession politique impréparée, grosse de rivalités irréductibles, et une idéologie de "l'ivoirité" passablement inquiétante, conduisirent au coup d'Etat de 1999. Mais il nous convie aussi à creuser davantage sur les racines de la crise en remontant plus loin dans le temps, c'est-à-dire au legs de la colonisation française et, en particulier, à la façon dont celle-ci a généré des inégalités ethnico-régionales, et ensuite aux modalités de la naissance d'une société politique ivoirienne marquée par l'ascension d'Houphouët-Boigny et de son parti, mais aussi par les ressentiments des opposants évincés : des héritages contradictoires que trente ans de "miracle ivoirien" ne réussirent manifestement pas à effacer. Il esquisse en conclusion des propositions d'avenir tenant compte de l'emboîtement de ces expériences historiques. Jean-Pierre Dozon est anthropologue, Directeur de recherche à l'IRD et Directeur d'études à l'EHESS (Centre d'études africaines). The end of the twentieth century, which was marked by multiparty democracy in Eastern European entities and Third World countries, moved Cte dIvoire to adhere to the new democratization system in 1990. Nine years later, the territory registered its first bloodless state coup. On September 19, 2002, the country was shared into two parts with human losses and damages when President Gbagbo was on official visit to Italy. After different attempts in negotiations (Linas-Marcoussis (2003), Pretoria agreement (2005), and the Political Agreement of Ouagadougou (2007)), for some protagonists, international organizations and NGOs, the perfect conflict resolution was about running elections so that the former peaceful land could regain its image of a prosperous and stable country. The elections that were delayed six times came to pass, and two presidents came out of the scrutiny. Gbagbo was proclaimed victorious by the Ivorian Constitutional Council, while Ouattara was acknowledged by the Independent Electoral Commission. Once more, the country fell into a postelection crisis. Meanwhile, the African Union, the European Union, the USA, the French Licorne, and the United Nations urged President Gbagbo to step down since Ouattara was considered the happy winner of the scrutiny. The refusal of Gbagbo cost human losses and led to his arrest on April 11, 2011. Nowadays, the country is not unified and reconciled, but it will have the 2015 elections.

On the Trail of Capital Flight from Africa investigates the dynamics of capital flight from Angola, Côte d'Ivoire, and South Africa, countries that have witnessed large-scale illicit financial outflows in recent decades. Quantitative, qualitative, and institutional analysis for each country is used to examine the modus operandi of capital flight; that is, the 'who', 'how', and 'where' dimensions of the phenomenon. 'Who' refers to major domestic and foreign players; 'how' refers to mechanisms of capital acquisition, transfer, and concealment; and 'where' refers to the destinations of capital flight and the transactions involved. The evidence reveals a complex network of actors and enablers involved in orchestrating and facilitating capital flight and the accumulation of private wealth in offshore secrecy jurisdictions. This underscores the reality that capital flight is a global phenomenon, and that measures to curtail it are a shared responsibility for Africa and the global community. Addressing the problem of capital flight and related issues such as trade misinvoicing, money laundering, tax evasion, and theft of public assets by political and economic elites will require national and global efforts with a high level of coordination.

While the economic growth renaissance in sub-Saharan Africa is widely recognized, much less is known about progress in living conditions. This book comprehensively evaluates trends in living conditions in 16 major sub-Saharan African countries, corresponding to nearly 75% of the total population. A striking diversity of experience emerges. While monetary indicators improved in many countries, others are yet to succeed in channeling the benefits of economic growth into the pockets of the poor. Some countries experienced little economic growth, and saw little material progress for the poor. At the same time, the large majority of countries have made impressive progress in key non-monetary indicators of wellbeing. Overall, the African growth renaissance earns two cheers, but not three. While gains in macroeconomic and political stability are real, they are also fragile. Growth on a per capita basis is much better than in the 1980s and 1990s, yet not rapid compared with other developing regions. Importantly from a pan-African perspective, key economies-particularly Kenya, Nigeria, and South Africa-are not among the better performers. Looking forward, realistic expectations are required. The development process is, almost always, a long hard slog. Nevertheless, real and durable factors appear to be at play on the sub-continent with positive implications for growth and poverty reduction in future.

Ce livre s’intéresse à la jeunesse rurale au coeur du conflit sociopolitique ivoirien. Il s’appuie sur une enquête ethnographique menée dans les villages bété de la région de Gagnoa (2012-2018), dans le Centre-Ouest du pays. En suivant le parcours de nombreux jeunes gens qui ont quitté la ville pour s’installer dans leur village d’origine, Léo Montaz retrace l’émergence de la jeunesse comme catégorie politique dans cette région. Il interroge également les processus d’individualisation des jeunes ruraux, trop souvent renvoyés à la catégorie de cadets sociaux, et retranscrit les profonds bouleversements qu’ont connus les arènes villageoises sous les effets conjugués de la crise de l’économie de plantation, des tensions de l’ivoirité et des violences de guerre. Il analyse enfin la multiplicité des registres d’opposition mobilisés par ces jeunes, à l’échelle nationale comme micro-locale, en particulier les critiques de la gérontocratie, du clientélisme et des différents conservatismes qui régissent la vie politique ivoirienne. Léo Montaz propose ainsi une relecture de l’histoire et de la crise ivoiriennes sous l’angle des tensions intergénérationnelles au village. En étudiant les résistances et l’ambivalence du positionnement de la jeunesse, il montre la difficile quête d’émancipation des jeunes en Afrique.
