Depuis les indépendances, des affrontements politico-ethniques ensanglantent régulièrement le Burundi et le Rwanda, et font - de la région des Grands Lacs - un foyer majeur d'instabilité en Afrique. Après plusieurs années de « transition démocratique » agitée, l'élection d'un président et d'une assemblée nationale au Burundi, la signature des accords d'Arusha pour le Rwanda, créaient les conditions d'un retour durable à la paix civile. Pourtant, dans les deux pays, les nostalgiques de l'ordre ancien ont brisé ces espoirs avec le putsch militaire d'octobre 1993 au Burundi, puis l'attentat contre les deux présidents, le 6 avril 1994, à Kigali. Cet ouvrage collectif propose un large éventail d'analyses sur ces crises « en miroir », et fournit le maximum d'éléments d'information sur les événements (chronologies, personnalités, structures de l'État et organisations civiles, documents, prises de position...), auxquels peu de personnes, - particulièrement les ressortissants de la région - accèdent réellement. Avec une majorité de participants originaires de la région, et de nombreux spécialistes, il s'agissait d'ouvrir un espace de réflexion plurielle entre des universitaires, des responsables politiques, et des journalistes acceptant de s'exprimer en leur nom propre. L'objectif est triple : témoigner, comprendre, et faire comprendre. Témoigner, pour affirmer que la prise de parole n'est pas le monopole des fanatiques, que l'implacable silence et la peur - imposés par les brutes armées de tous bords - n'ont pas définitivement vaincu. Comprendre, c'est oser affronter les faits, et dégager les stratégies individuelles et collectives, qui ont abouti à ces catastrophes. Cet exercice intellectuel personnel est vital pour échapper à la culpabilité paralysante, avouée ou insidieuse, de tous ceux - impliqués à divers titres dans les enjeux régionaux - dont les fonctions reconnues consistent à promouvoir les valeurs de l'intelligence et de l'éthique, de la responsabilité sociale et politique. Faire comprendre enfin, pour que cesse d'être renvoyée aux ressortissants de la région l'image de « barbares », pour que l'exclusion - par rapport aux « nations civilisées » - ne se rajoute pas au malheur et au dénuement. Ce livre s'adresse non seulement aux chercheurs, aux journalistes, aux politiques, mais aussi à un public plus large, de l'étudiant à celui que l'Afrique intéresse et qui cherche des informations différentes de celles que proposent les grands médias.

Since all-out interstate wars for the time being seem to belong to the past, con flict studies focus more and more on domestic conflicts. This is a broad field, not only because the arbitrary line between war and sub-war violence disap pears and the analyst is confronted with phenomena reaching from criminal violence and clashes between communities to violent conflicts of long duration and civil wars with massacres and genocides as their characteristics. It is also because there are so many different types of conflicts to be analyzed, so many different types of behavior to be studied, whereas there is often little informa tion available on what is really going on. Against the background of internal conflicts, which tend to be as protracted as diffuse in terms of time, intensity, actors, and their goals, this study aims to follow a specific pathway through the current thicket of violent circumstances. It focuses on causation patterns by exploring the causal role of the environ mental factor in the genesis of violent conflicts occurring today and probably even more so tomorrow. This approach, which for once does not focus on a specific level of the conflict system, on one area in the conflict geography, or on a specific category of actors, analyzes causation dynamics.

Rwanda and Burundi are strikingly similar countries that underwent democratization in the early 1990s. In both, resistance to democratic reforms led to coups d’état and presidential assassinations. A conundrum arises in terms of what transpires next. In Rwanda, total genocide was perpetrated by extremist Hutu actors, including government officials, upon the country’s Tutsi and politically moderate Hutu populations. In Burundi the coup d’état failed and instead ushered in a lengthy period of civil war. This divergence in outcome is puzzling given the similarity of these two countries, and it is not adequately explained by studies that address collective violence in each. This book utilizes an integrative approach that facilitates the formation of an explanation that more fully accounts for variation in the type of collective violence that occurred in Rwanda and Burundi. Showing that political actors – during periods of major institutional change – do not all respond to or perceive reform in the exact same manner or in a necessarily rational manner, this book makes an important contribution to the literature on ethnic conflict, collective violence and democratization in Africa.

The application of digital technologies to historical newspapers has changed the research landscape historians were used to. An Eldorado? Despite undeniable advantages, the new digital affordance of historical newspapers also transforms research practices and confronts historians with new challenges. Drawing on a growing community of practices, the impresso project invited scholars experienced with digitised newspaper collections with the aim of encouraging a discussion on heuristics, source criticism and interpretation of digitized newspapers. This volume provides a snapshot of current research on the subject and offers three perspectives: how digitisation is transforming access to and exploration of historical newspaper collections; how automatic content processing allows for the creation of new layers of information; and, finally, what analyses this enhanced material opens up. ‘impresso - Media Monitoring of the Past’ is an interdisciplinary research project that applies text mining tools to digitised historical newspapers and integrates the resulting data into historical research workflows by means of a newly developed user interface. The question of how best to adapt text mining tools and their use by humanities researchers is at the heart of the impresso enterprise.

They argue that civil wars in Africa are by-products of the contradictions and crises engendered by the post-colonial state-building and nation-building projects in Africa. With few exceptions, the post-colonial states in Africa have failed to build societies that invest in the material well-being of their citizens; protect their political, civil, and other rights; promote accountability, transparency, the rule of law, judicial independence, and the holding of free and fair elections; and promote ethnic pluralism, tolerance, mutual respect, and peaceful co-existence, among others. In addition, the contributors show that the post-colonial states in Africa have been ruled by corrupt and autocratic leaders, who are obsessed with the maintenance of state power as the pathway to ensuring the private accumulation of wealth through sundry illegal means, including bribery, extortion, and theft of public funds. In sum, this volume addresses how the failure of the post-colonial African state to shepherd the process of building democratic societies based on the centrality of human security has led to the erosion of the legitimacy of the state and its custodians. Thus, once the contradictions and crises reached their crescendo, these post-colonial societies than implode into civil wars, even at the micro-level.

This title was first published in 27/11/2001: Humanitarian nongovernmental organizations (NGOs) grew significantly in the last decades of the 20th century. The international NGO community today is a rich world of professional bodies, local organizations, mammoth multinationals, charities, advocacy groups, business-like organizations, ad hoc agencies and voluntary associations. Humanitarian NGOs are powerful actors in conflict regions and influential campaigners at the international level. What are the reasons behind their growth? In answering that question, this book focuses on how and when NGOs became influential in humanitarian crises. Four case studies in Rwanda and Afghanistan are examined. The earliest is the crisis in Rwanda in the 1960s, when only a few NGOs operated in Rwanda with limited budgets and experience. The second case study is the Soviet invasion of Afghanistan in 1979-89, by which time NGOs had developed considerably: by then they were operating on a global scale, receiving more funds, having closer ties with the media, executing bigger projects and had also become more professional. The second Afghan case study focuses on the mujahidin and Taliban rule, while the second Rwandan study centres on the 1994 genocide. These two studies reveal that enormous changes have taken place in the humanitarian NGO community since the 1980s. In this way, this book characterizes the changes that have taken place and then offers explanations for the nature and speed of the growth and change.
