Lors de la création de l'Unesco quelques Américains ont énormément travaillé pour que cette Institution spécialisée des Nations- Unis existe. Or, les premières déceptions arrivent rapidement car, à tort, du côté de Washington, on espérait voir l'Organisation participer efficacement à la lutte contre le communisme. Néanmoins, à la fin des années 1950, l'Unesco connaît un regain de faveur auprès du gouvernement américain. Et si l'hégémonie financière américaine à l'Unesco n'a jamais fait de doute, sa domination politique est mise en cause dès les premières années. Les États-Unis vont quitter l'Unesco en 1984, quand la première génération d'Américains, fondateurs de l'Unesco et fidèles malgré les déceptions a, depuis longtemps, quitté la scène politique. International Organizations play a pivotal role on the modern global stage and have done, this book argues, since the beginning of the 20th century. This volume offers the first historical exploration into the formative years of international public administrations, covering the birth of the League of Nations and the emergence of the second generation that still shape international politics today such as the UN, NATO and OECD. Centring on Europe, where the multilaterization of international relations played out more intensely in the mid-20th century than in other parts of the world, it demonstrates a broad range of historiographical and methodological approaches to institutions in international history. The creation of the UN system during World War II is a largely unknown or forgotten story among contemporary decision makers, international relations specialists, and policy analysts. This book aims to recover the wartime history of the United Nations and explore how the forgotten past can shed light on a possible and more desirable future. To achieve this, each chapter takes three snapshots: "Then," the imaginative and transnational thinking about solutions to post-war problems demonstrated a realization that victory in WW II required an intergovernmental "system" with enough power and competence to work—that is, the UN was not established as a liberal plaything and public relations ploy but rather as a vital necessity for post-war order and prosperity. "Now," which often seems a pale imitation of wartime thinking that nonetheless reflects a growing and widespread recognition of the fundamental disconnect between the nature of trans-boundary problems and current solutions seen as feasible by 193 UN member states. "Next steps," or the collective wisdom about the range of new thinking and new institutions that, in fact, may well have antecedents in wartime thinking and experimentation and could be labelled blue-prints for a "third generation" of intergovernmental organizations. This work will be essential reading for all students and scholars of the United Nations, International Organizations and Global Governance.

Including several contributions from an international group of historians and experts of international relations, this book analyses the relationship between the United Nations and European integration. The book, which covers from 1945 to the present, is organised into three sections, each dedicated to a different phase of the integration process, during which EU-UN relations had a different character. The essays of the first section deal with the 1950s and 1960s and show the active part played by UN bodies in shaping the integration process. In the second part, covering the 1970s and 1980s, it is the European Community which is shown to have had a visible impact on the life and the decision-making process of several UN bodies. Finally, the third part of the book, on the post-Cold War years, describes a more complex situation, characterised by new geopolitical responsibilities of the European Union, but also by its deep internal transformations due to several treaty revisions and the enlargement to Eastern Europe. Thus, dynamics similar to those described in the first section return, with UN bodies shaping some of the internal rules of the EU, but these coexist with strengthened European activity in the United Nations, in some cases leading to real partnerships.
