An extensive and authoritative study that examines the economic, social and political crises of France during the revolution of 1848. Using analysis of original sources and recent research, Fortescue here offers new interpretations of events leading up to and after the second republic was declared. Looking at Louis Philippe's overthrow, the proclamation of manhood suffrage and the unexpected success of the right-wing in the subsequent elections, this book evaluates the political history of France in 1848 and the French political culture of the time. This should be read by all students of nineteenth century history, political scientists and all those with an interest in the historical development of French political culture.

This 2004 book is about politicisation and political choice in the aftermath of the February Revolution of 1848, and the emergence of democracy in France. The introduction of male suffrage both encouraged expectations of social transformation and aroused intense fear. In these circumstances the election of Louis-Napoleon Bonaparte as President of the Republic - and his subsequent coup d'état - were the essential features of a counter-revolutionary process which involved the creation of a system of democracy as the basis of regime legitimacy and as a prelude to greater liberalisation. The state positively encouraged the act of voting. But what did it mean? How did people perceive politics? How did communities and groups participate in political activity? These and many other questions concern the relationships between local issues and personalities, and the national political culture, all of which impinged on communities increasingly as a result of substantial social and political change.

Public opinion had roots in the nineteenth century with the develop ment of industrialization. What is this public? It is the mass of individuals who comprise a society or a nation; this mass in turn is divided into many groups, which have their own interests, prejudices, and beliefs. A govern ment, whether democratic or not, is well aware of the power of public opinion and is anxious to measure and shape it. All three branches of government may direct and educate public thinking, using the instru ments of propaganda. Propaganda is any idea and action designed to influence the views and actions of others. Today's means of propaganda are books, newspapers, radio, movies, television, public schools, and lastly the rostrum. Molders of opinion believe that words, sounds, and pictures accomplish little unless they are carefully organized and inte grated into a well-conceived plan. Once this is accomplished, the ideas 1 conveyed by the words will become part of the people themselves. Special techniques, such as the employment of fear and the play on prejudices, have been used quite succesfully by modern states to impose their own dogmas and policies. Because the social scientist has been aware of the study of public opinion, he may have concluded that it was a modern innovation; but governments have always been concerned with public opinion, though not always understanding it, and have attempted to influence it.

This book follows the story of the Second French Republic from its idealistic beginnings in February 1848 to its formal replacement in December 1852 by the Second Empire. Based on original archival research, The Second French Republic gives a detailed account of the internal tensions that irrevocably weakened France’s shortest republic. During this short period French political life was buffeted by strong and often contrary forces: universal manhood suffrage, fear of socialism, the President Louis-Napoleon Bonaparte, and the political ambitions of the military high command for the restoration of the monarchy.
