Historiquement, le monde a manqué un ensemble complet d’indicateurs sur la santé des adolescents âgés de 10 à 19 ans, ce qui a entravé le développement efficace de politiques et d’interventions spécifiques à l’âge et le suivi des progrès vers les objectifs de santé. Ce document présente une liste de 47 indicateurs recommandés par l'Action mondiale pour évaluer la santé des adolescents (GAMA), établie en 2018 par l'OMS en collaboration avec l'ONUSIDA, l'UNESCO, l’UNFPA, l'UNICEF, ONU Femmes, le Groupe de la Banque mondiale et le Programme alimentaire mondial. Les 47 indicateurs de santé des adolescents sont le résultat d’un processus de sélection structuré et participatif sur cinq ans. Ils sont applicables à tous les sous-groupes de la population adolescente et couvrent six domaines : (1) politiques, programmes et lois, (2) performances des systèmes et interventions, (3) déterminants sociaux, culturels, éducationnels et environnementaux de la santé (4) comportements et risques sanitaires, (5) bien-être subjectif et (6) conditions et réalisations en matière de santé. La plupart des pays disposent déjà de données pour bon nombre de ces indicateurs. Le regroupement de ces informations aidera à évaluer les progrès, à identifier les priorités d’action et à allouer efficacement les ressources. En donnant la priorité à la santé des adolescents, les jeunes sont habilités à atteindre leur plein potentiel et à contribuer à la construction de communautés et de sociétés plus saines et durables.

The Measuring Early Learning Quality and Outcomes (MELQO) initiative began in 2014 as part of the global emphasis on early childhood development (ECD). Led by UNESCO, the World Bank, the Center for Universal Education at the Brookings Institution and UNICEF, the initiative aims to promote feasible, accurate and useful measurement of childrenâs development and learning at the start of primary school, and of the quality of their pre-primary learning environments. Items are designed for children between the ages of 4 and 6 years. Following the premise that many existing tools include similar items, the leading organizationsâ core team worked with a consortium of experts, non-governmental organizations (NGOs) and multilaterals to build upon current measurement tools to create a common set of items organized into modules for measuring: 1) early childhood development and learning, and 2) the quality of pre-primary learning environments. The MELQO core team and experts also collaborated to outline a process for context-specific adaptation of the measurement modules resulting from lessons learned from field-testing in several countries in 2015 and 2016. The modules are designed to be implemented at scale, with an emphasis on feasibility for low- and middle-income countries (LMICs). Defending ethics in sport is vital in order to combat the problems of corruption, violence, drugs, extremism and other forms of discrimination it is currently facing. Sport reflects nothing more and nothing less than the societies in which it takes place. However, if sport is to continue to bring benefits for individuals and societies, it cannot afford to neglect its ethical values or ignore these scourges. The major role of the Council of Europe and the Enlarged Partial Agreement on Sport (EPAS) in addressing the new challenges to sports ethics was confirmed by the 11th Council of Europe Conference of Ministers responsible for Sport, held in Athens on 11 and 12 December 2008. A political impetus was given on 16 June 2010 by the Committee of Ministers, with the adoption of an updated version of the Code of Sports Ethics (Recommendation CM/Rec(2010)9), emphasising the requisite co-ordination between governments and sports organisations. The EPAS prepared the ministerial conference and stepped up its work in an international conference organised with the University of Rennes, which was attended by political leaders, athletes, researchers and officials from the voluntary sector. The key experiences described in the conference and the thoughts that it prompted are described in this publication. All the writers share the concern that the end result should be practical action - particularly in terms of the setting of standards - that falls within the remit of the EPAS and promotes the Council of Europe's core values.
