Mobility is considered to be important for the personal development and employability of young people, as well as for intercultural dialogue, participation and active citizenship. Learning mobility in the youth field focuses on non-formal learning as a relevant part of youth work, with links to informal learning as well as to formal education. Different stakeholders at European level, particularly the Council of Europe and the European Commission, but also individual member states, foster programmes and strategies to enhance the mobility of young people, and particularly the learning dimension in mobility schemes. This book on learning mobility is a joint Council of Europe and European Commission publication, and provides texts of an academic, scientific, political and practical nature for all stakeholders in the youth field - youth leaders and youth workers, policy makers, researchers and so on. Did women have a civic identity in eighteenth-century France? In Citoyennes: Women and the Ideal of Citizenship in Eighteenth-Century France, Annie Smart contends that they did. While previous scholarship has emphasized the ideal of domestic motherhood or the image of the republican mother, Smart argues persuasively that many pre-revolutionary and revolutionary texts created another ideal for women – the ideal of civic motherhood. Smart asserts that women were portrayed as possessing civic virtue, and as promoting the values and ideals of the public sphere. Contemporary critics have theorized that the eighteenth-century ideal of the Republic intentionally excluded women from the public sphere. According to this perspective, a discourse of “Rousseauean” domestic motherhood stripped women of an active civic identity, and limited their role to breastfeeding and childcare. Eighteenth-century France marked thus the division between a male public sphere of political action and a female private sphere of the home. Citoyennes challenges this position and offers an alternative model of female identity. This interdisciplinary study brings together a variety of genres to demonstrate convincingly that women were portrayed as civic individuals. Using foundational texts such as Jean-Jacques Rousseau’s Emile, or on Education (1762), revolutionary gouaches of Lesueur, and vaudeville plays of Year II of the Republic (1793/1794), this study brilliantly shows that in text and image, women were represented as devoted to both the public good and their families. In addition, Citoyennes offers an innovative interpretation of the home. Through re-examining sphere theory, this study challenges the tendency to equate the home with private concerns, and shows that the home can function as a site for both private life and civic identity. Citoyennes breaks new ground, for it both rectifies the ideal of domestic Rousseauean motherhood, and brings a fuller understanding to how female civic identity operated in important French texts and images.

Cent ans après le vote de la loi relative au contrat d'association (" la loi de 1901 "), le phénomène associatif concerne aujourd'hui en France toutes les sphères de la vie sociale, économique, culturelle et sportive. Mais au-delà de cette manifestation positive de la liberté d'association, des milliers d'associations recouvrent des pans entiers de l'administration (de l'Etat et des collectivités locales), gèrent d'innombrables structures sur fonds publics ou grâce aux ressources de la solidarité nationale, conduisent de nombreuses activités économiques clans le secteur marchand (du tourisme à la formation continue, du spectacle culturel ou sportif aux services à la personne). Les auteurs rendent compte de cette réalité contrastée du monde associatif, dans un état des lieux qui apporte les clarifications nécessaires pour en comprendre les logiques internes. Ils analysent ensuite les transformations des nombreuses associations entrées massivement dans l'activité économique, afin de mettre à jour les conséquences préjudiciables qu'elles impliquent dans le management de ces entreprises associatives et dans leurs pratiques démocratiques. Mais les auteurs ne se contentent pas de relever les incohérences du monde associatif et les évolutions discutables qu'elles entraînent ; ils proposent des solutions alternatives adaptées pour entreprendre, sans pour autant vouloir en tirer profit, ou pour conduire des activités d'intérêt général au nom de la puissance publique. Ce faisant, les conditions se trouveraient réunies pour permettre aux associations, devenues citoyennes, d'investir l'espace entre l'Etat et le citoyen devenant alors un lieu générateur de démocratie participative. S'appuyant sur les théories de la complexité et sur celles de l'intelligence collective, les auteurs proposent les formes d'organisation appropriées pour conduire démocratiquement un projet associatif qui donne sens aux pratiques sociales et restaure les valeurs fondant l'association " loi 1901 " : non pas instrument commode de gestion, mais lieu riche de vie citoyenne.
