In the spirit of Jeremy Bentham's Political Tactics, this volume offers the first comprehensive discussion of the effects of secrecy and publicity on debates and votes in committees and assemblies. The contributors - sociologists, political scientists, historians, and legal scholars - consider the micro-technology of voting (the devil is in the detail), the historical relations between the secret ballot and universal suffrage, the use and abolition of secret voting in parliamentary decisions, and the sometimes perverse effects of the drive for greater openness and transparency in public affairs. The authors also discuss the normative questions of secret versus public voting in national elections and of optimal mixes of secrecy and publicity, as well as the opportunities for strategic behavior created by different voting systems. The experience, and failure, of Louis XVI's short-lived constitutional monarchy of 1789–92 deeply influenced the politics and course of the French Revolution. The dramatic breakdown of the political settlement of 1789 steered the French state into the decidedly stormy waters of political terror and warfare on an almost global scale. This book explores how the symbolic and political practices which underpinned traditional Bourbon kingship ultimately succumbed to the radical challenge posed by the Revolution's new 'proto-republican' culture. While most previous studies have focused on Louis XVI's real and imagined foreign counterrevolutionary plots, Ambrogio A. Caiani examines the king's hitherto neglected domestic activities in Paris. Drawing on previously unexplored archival source material, Caiani provides an alternative reading of Louis XVI in this period, arguing that the monarch's symbolic behaviour and the organisation of his daily activities and personal household were essential factors in the people's increasing alienation from the newly established constitutional monarchy.

Here Timothy Tackett tests some of the diverse explanations of the origins of the French Revolution by examining the psychological itineraries of the individuals who launched it--the deputies of the Estates General and the National Assembly. Based on a wide variety of sources, notably the letters and diaries of over a hundred deputies, the book assesses their collective biographies and their cultural and political experience before and after 1789. In the face of the current "revisionist" orthodoxy, it argues that members of the Third Estate differed dramatically from the Nobility in wealth, status, and culture. Virtually all deputies were familiar with some elements of the Enlightenment, yet little evidence can be found before the Revolution of a coherent oppositional "ideology" or "discourse." Far from the inexperienced ideologues depicted by the revisionists, the Third Estate deputies emerge as practical men, more attracted to law, history, and science than to abstract philosophy. Insofar as they received advance instruction in the possibility of extensive reform, it came less from reading books than from involvement in municipal and regional politics and from the actions and decrees of the monarchy itself. Before their arrival in Versailles, few deputies envisioned changes that could be construed as "Revolutionary." Such new ideas emerged primarily in the process of the Assembly itself and continued to develop, in many cases, throughout the first year of the Revolution. Originally published in 1996. In the years preceding the American and French revolutions, state secrecy came to be seen as despotic—an instrument of monarchy. Since the late 18th century, when they first entered into an alliance during the American Revolution, the French and Americans have had a long and sometimes stormy relationship based on a complex mix of mutual admiration, cultural criticism, and sometimes downright disgust for the “other.” The relatively new interdisciplinary field of imagology, or image studies, allows us to place the dynamics of such a relationship into perspective by grounding its analysis firmly in the study of national stereotypes, in the process providing new insights into the mentality of the observer. For if anything, image studies demonstrate again and again that national character is not–as assumed uncritically for centuries–an innate essence of the “other”, but rather a self-serving functional construct of the observer.
