L'émergence de nouvelles manières de vivre en ville et de syncrétismes culturels s'inscrit dans un contexte - celui des années 80 - où la circulation des techniques et des modes s'est accélérée entre les centres mondiaux de pouvoir situés au Nord et les métropoles africaines et latino-américaines. Lieux de consommation de produits culturels par excellence, ces métropoles sont le théâtre de bouleversements significatifs; la dimension visuelle prend une place prééminente dans le champ de la culture et des notions familières, telles que la culture de masse, les élites culturelles, l'identité, changent radicalement de contenu. Ce que l'on observe au Sud, c'est une adaptation culturelle à la précarité en matière d'équipements et de services. Des déclassements sociaux massifs provoquent dans le même temps un sentiment de perte d'identité citadine. D'une manière générale, se dessine une nouvelle forme de quotidienneté et de culture urbaine où se côtoient l'hypermodernité technologique et les bricolages de la précarité : le téléphone sans l'eau courante ou l'ordinateur dans les taudis... Ce qui est en question, c'est l'accès à l'espace public, ou plutôt la renégociation des rapports entre espace public et espace privé. Les valeurs de référence qui ont présidé à la gestion de la ville industrielle n'opèrent plus. On prétend leur substituer une culture de la gestion urbaine forgée à partir de modèles à prétention universelle qui ignorent les continuités historiques propres à chaque continent, à chaque région. Entre les champions de l'Etat minimum et les zélateurs de la "participation populaire", ceux qui explorent la voie d'une culture métissée de la gestion urbaine ont bien du mal à se faire entendre.
