Rejoignant et dépassant le fameux « Horizon 80 », le roman, « Les présidentielles n’auront pas lieu », va bien au-delà de la politique-fiction actuelle, tout entière axée sur les proches élections législatives et leurs lendemains immédiats. Prévoyant une très courte victoire de la majorité en mars 1978, et la surprenante démission du « Réformateur », en face d’une situation bloquée, l’auteur imagine un président de transition et d’immobilisme : Louis-René Raccordaire, lequel disparaîtra à l’automne 1980, dans un accident de la route, au cours d’un voyage officiel en province. Pour l’élection présidentielle qui doit suivre, les médias et l’opinion publique, pour la première fois dans l’histoire politique de notre pays, imposent pratiquement leurs candidats : Senarmontit, chroniqueur populaire de la télévision, classé plutôt à droite ; Brougamme, avocat de province, mis en vedette par la découverte d’une erreur judiciaire : plutôt catalogué à gauche. Au terme d’un débat au sommet, qui les rapproche plutôt qu’il ne les sépare, tous deux tombent, victimes d’un attentat fomenté par une organisation terroriste internationale : « Les présidentielles n’auront pas lieu »... Ce roman, qui est aussi un roman à clé, passe en revue les préoccupations majeures de ce temps et des temps qui viennent.

Zoom sur 170 ans de course à la présidence ! Entre 1848 et 2017, la France a connu vingt-quatre présidents de la République et vingt-neuf élections présidentielles. L’élection de 1848 se déroule au suffrage universel masculin, mais l’heureux élu, Louis-Napoléon Bonaparte, tire parti de cette légitimité pour justifier le coup d’État du 2 décembre 1851. Dès lors, le modèle républicain classique consiste sous les Troisième et Quatrième Républiques à faire élire le chef d’État par les parlementaires et à faire de la présidence une simple fonction arbitrale. En 1958 et 1962, de Gaulle fait du président la clé de voûte des institutions. Sa désignation au suffrage universel direct renforce l’autorité du chef de l’État. Les élections se succèdent et le système change peu à peu de nature. Aujourd’hui, il semble évident que le système des primaires qui se généralise modifie une nouvelle fois la physionomie de l’élection présidentielle, en confortant la démocratie d’opinion et l’emprise des sondages. L’ouvrage de Jean-Louis Rizzo nous invite à réfléchir sur l’évolution de la culture politique en France. Il nous permet aussi de redécouvrir les candidats, les enjeux et les moments forts d’un scrutin présidentiel devenu un rite républicain. EXTRAIT Les 23 avril et 7 mai 2017, les Français éliront leur président de la République. Alors que sous les IIIe et IVe Républiques, le chef de l’État était choisi par les parlementaires réunis à Versailles, Charles de Gaulle a souhaité que la magistrature suprême résulte du vote populaire. Suite à la réforme constitutionnelle de 1962 adoptée par référendum, neuf élections présidentielles au suffrage universel ont déjà eu lieu entre 1965 et 2012. Il conviendrait d’ajouter l’élection de 1848, au suffrage universel masculin dans le cadre de la IIe République, pour donner un tableau complet de ces scrutins populaires. En comparaison, 16 élections présidentielles avec comme seul corps électoral un millier de parlementaires ont eu lieu entre 1879 (première élection de Jules Grévy) et 1953 (René Coty élu à la suite d’un scrutin complexe et indécis). Trois cas échappent aux deux modes de scrutin précédents, les élections de Thiers (1871) et Mac Mahon (1873) se déroulant hors du cadre constitutionnel et l’élection de Charles de Gaulle en 1958 résultant d’un mode de scrutin particulier expérimenté une seule fois. Au total, cela nous fait 28 élections présidentielles qui vont être rappelées dans le présent ouvrage. This book argues that the defeat of the main French Centre Right party in the 2017 presidential and legislative elections, and its subsequent disintegration, were the result of a failure to respond effectively to the challenges posed by a continuing realignment of the party system. By the start of the Hollande presidency, many sections of the electorate had lost faith in the traditional parties of government and the ideologies which they represented and were adopting a more individualist approach to politics. The Left/Right divide, which had determined relations between parties since the creation of the Fifth Republic in 1958, gave way to a new arrangement, based on three axes – identity, liberal economics and Europe. These policy areas would provoke major differences of opinion among supporters of the Centre Right, and lead a significant number of them to abandon Les Républicains, which was a major factor in the election of Emmanuel Macron.
