Conseil de l'Europe et Union européenne: des organisations complémentaires ou concurrentes ? Le Conseil de l’Europe a longtemps représenté la «Grande Europe», tandis que l’Union européenne apparaissait comme une «Petite Europe». Le premier s’affichait comme gardien des valeurs démocratiques de l’Europe, tandis que la seconde visait une intégration à première vue purement économique. Aujourd’hui, avec une Union européenne élargie, aux compétences diversifiées, les champs d’action respectifs des deux institutions ne sont plus aussi tranchés qu’à leur création et – en concurrence sur certains sujets, en coopération sur d’autres – tendent même parfois à se mélanger. Comment les relations se sont-elles développées entre les deux organisations européennes de 1949 à nos jours? Quelle place pour l’une et l’autre? Quelles collaborations et synergies peuvent-elles mettre en place? Cet ouvrage propose une approche croisée entre le droit et l’histoire contemporaine pour retracer et évaluer les relations entre le Conseil de l’Europe et l’Union européenne. Mais le Conseil de l’Europe développe également une activité intense pour favoriser la coopération dans tous les domaines de la vie sociale : éducation, sport, culture, etc. A partir de 1959, la Cour européenne des droits de l’homme devient l’institution phare du Conseil : ses arrêts s’imposent aux Etats membres. Organisation intergouvernementale, le Conseil de l’Europe est confronté à l’évolution de l’Union européenne et cherche constamment à redéfinir sa place dans les relations internationales. A l’aube du XXIe siècle, parviendra-t-il à occuper une position clé dans l’architecture européenne ?

The Council of Europe, the oldest European organisation, was founded in 1949 with the aim of unifying the continent as a whole. The decision to establish its headquarters in Strasbourg was, moreover, symbolic of the desire for reconciliation between peoples. From the outset the Council of Europe adopted an institutional structure comprising a committee of ministers and a parliamentary assembly - the first in Europe. The term EUROVISION, invented-by pure chance-only a few years ago, is now familiar to millions. What the name covers is the subject of this paper. EUROVISION is not the name of an organisation or company, but rather an emblem. It signifies international co-operation in television programme exchanges within the framework of the European Broad casting Union - or rather the most spectacular element of that Co-oper ation. It appears conspicuously at the head of programmes relayed by several countries. To understand the full extent of this co-operation, it is best to look at the wider field covered by the structure and working of the European Broadcasting Union itself. The European Broadcasting Union is a professional association, grouping Western European radio-television organisations as active members, with organisations in other continents as associate members. It is financed by contributions from its members. Questions of principle, management and financial responsibility come under the Administrative Council or the General Assembly (from which it is elected) - in which the Directors-General of the several organisations are represented. The present Chairman is M. RoDIN6 of Italy who succeeded M. RYDBECK of Sweden. Four Committees are responsible for preparatory studies and routine problems: the Legal, the Technical, the Programme and the Sound Broadcasting Committees, which group the specialist Service Directors.
