Soldats indigènes recrutés entre 1857 et 1960 dans les colonies françaises de l’Afrique subsaharienne, les tirailleurs sénégalais ont été de tous les combats. Ils sont en première ligne avec les poilus pendant la Grande Guerre, puis au sein des troupes d’occupation en Rhénanie, dont la propagande nazie s’empara sur le thème de la « honte noire ». C’est surtout à l’occasion de la Seconde Guerre mondiale que ces « soldats indispensables » s’illustrèrent. Entre 1939 et 1945, plusieurs centaines de milliers d’entre eux revêtent l’uniforme pour défendre la France. Ils se distinguent aux côtés de Leclerc, en Libye, puis en Italie avec Juin, et lors du débarquement de Provence en août 1944. Au-delà de ces faits d’armes, Julien Fargettas raconte l’histoire méconnue de ces combattants : leur vie quotidienne, leur recrutement, les liens forts qui se nouèrent entre Français et tirailleurs captifs, leur implication dans la Résistance, mais aussi leurs relations conflictuelles avec les populations du Maghreb. Au cours de la seconde moitié du XIXe siècle, la France, pour retrouver une partie de sa grandeur perdue pendant les guerres napoléoniennes et surtout après sa défaite humiliante contre la Prusse en 1870, reprit sa politique de colonisation en Afrique et dans l'océan Indien. En mars 1895, une expédition lancée contre la Grande île aboutit à la prise d'Antananarivo en septembre de la même année. Parmi les troupes envoyées dans ce pays, les originaires de l'Afrique Occidentale Française, généralement connues sous le nom de « tirailleurs sénégalais » - bien que la plupart n'aient pas été originaires de la colonie du Sénégal elle-même mais d'autres territoires - ont tenu une place importante. Après avoir été utilisées comme éléments de conquête et de « pacification », les recrues de l'Afrique occidentale française (A.O.F) furent maintenues dans cette colonie de l'océan Indien du Sud-Ouest comme force d'occupation et reconvertis dans la police. En 1947, une violente insurrection éclata dans la partie est de Madagascar. Pour réprimer ce soulèvement, la France envoya à nouveau des bataillons de tirailleurs sénégalais à partir de sa base de Djibouti, mais aussi de la France. Plusieurs de ces soldats furent tués (1.900 tirailleurs périrent). Une fois le calme revenu, bon nombre de ces soldats furent maintenus comme policiers dans ce pays comme au début du XIXe siècle et sans jamais retourner chez eux. À partir des sources archivistiques (archives de Vincennes et Aix-en-Provence en France, Archives nationales du Sénégal et Archives de la République de Madagascar), des documents iconographiques et films, des enquêtes de terrain réalisés à Madagascar en 2006, au Sénégal (2006 et 2008) et en France) mais surtout des ouvrages et revues sur l'histoire de tirailleurs sénégalais, l'histoire militaire de la France pendant la période coloniale et celle de Madagascar, je me propose de reconstituer cette histoire des tirailleurs sénégalais négligée par les chercheurs et dont la France se soucie peu. Mon plan est constitué de trois grandes parties : Dans un premier temps, il s'agit d'analyser les principales motivations du recrutement militaire en Afrique de l'Ouest pour conquérir une colonie située à des milliers de kilomètres de l'A.O.F. Quelles sont les modalités, les méthodes et stratégies du recrutement? Quelle place occupait l'Afrique de l'ouest dans le recrutement? Comment les jeunes Africains percevaient l'armée. Sont-ils des recrues volontaires ? De quelle origine sociale et « ethniques » sont-ils ?

Hostages of Empire combines a social history of colonial prisoner-of-war experiences with a broader analysis of their role in Vichy’s political tensions with the country’s German occupiers. The colonial prisoners of war came from across the French Empire, they fought in the Battle for France in 1940, and they were captured by the German Army. Unlike their French counterparts, who were taken to Germany, the colonial POWs were interned in camps called Frontstalags throughout occupied France. This decision to keep colonial POWs in France defined not only their experience of captivity but also how the French and German authorities reacted to them. Hostages of Empire examines how the entanglement of French national pride after the 1940 defeat and the need for increased imperial control shaped the experiences of 85,000 soldiers in German captivity. Sarah Ann Frank analyzes the nature of Vichy’s imperial commitments and collaboration with its German occupiers and argues that the Vichy regime actively improved conditions of captivity for colonial prisoners in an attempt to secure their present and future loyalty. This French “magnanimity” toward the colonial prisoners was part of a broader framework of racial difference and hierarchy. As such, the relatively dignified treatment of colonial prisoners must be viewed as a paradox in light of Vichy and Free French racism in the colonies and the Vichy regime’s complicity in the Holocaust. Hostages of Empire seeks to reconcile two previously rather distinct histories: that of metropolitan France and that of the French colonies during World War II.

The notion of the First World War as 'the great seminal catastrophe' (Urkatastrophe) of the twentieth century is now firmly established in historiography. Yet astonishingly little has been written about the fate of non-combatants in occupied and non-occupied territory, including civilian internees, deportees, expellees and disarmed military prisoners. This volume brings together experts from across Europe to consider the phenomena of captivity, forced labour and forced migration during and immediately after the years 1914 to 1918. Each contribution offers a European-wide perspective, thus moving beyond interpretations based on narrow national frameworks or on one of the fighting fronts alone. Particular emphasis is placed on the way in which the experience of internees, forced labourers and expellees was mediated by specific situational factors and by the development of ‘war cultures’ and ‘mentalities’ at different stages in the respective war efforts. Other themes considered include the recruitment and deployment of colonial troops in Europe, and efforts to investigate, monitor and prosecute alleged war crimes in relation to the mistreatment of civilians and POWs. The final contribution will then consider the problems associated with repatriation and the reintegration of returning prisoners after the war. This book was published as a special issue of Immigrants and Minorities.

Archival research into policing and surveillance of migrant women illuminates pressing contemporary issues. Examining little-known policing archives in France, Senegal, and Cambodia, Jennifer Anne Boittin unearths the stories of hundreds of women labeled “undesirable” by the French colonial police and society in the early twentieth century. These “undesirables” were often women traveling alone, women who were poor or ill, women of color, or women whose intimate lives were deemed unruly. To refute the label and be able to move freely, they spoke out or wrote impassioned letters: some emphasized their “undesirable” qualities to suggest that they needed the care and protection of the state to support their movements, while others used the empire’s own laws around Frenchness and mobility to challenge state or societal interference. Tacking between advocacy and supplication, these women summoned intimate details to move beyond, contest, or confound surveillance efforts, bringing to life a practice that Boittin terms “passionate mobility.” In considering how ordinary women pursued autonomy, security, companionship, or simply a better existence in the face of surveillance and control, Undesirable illuminates pressing contemporary issues of migration and violence.
