Court Government And The Collapse Of Accountability In Canada And The United Kingdom written by Donald Savoie and has been published by University of Toronto Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2008-05-10 with Political Science categories.

There is a consensus throughout much of the western world that the public sector is in urgent need of repair. This study seeks to understand why this is so by comparing developments in Canada and the United Kingdom. It looks to changes in values both in society and inside government, and to the relationships between politicians and civil servants at the top and between civil servants and citizens at the bottom. Donald J. Savoie argues that both Canada and the UK now operate under court government rather than cabinet government. By court government, he means that effective power now rests with their respective prime ministers and a small group of carefully selected courtiers. For things that matter to prime ministers and their courts, the decision-making process shifts from formal to informal, involving only a handful of actors. For things that matter less to them, the decision-making process is horizontal, cumbersome, and consultative, and involves a multitude of actors from different government departments and agencies as well as a variety of individuals operating outside government. Court governments undermine both the traditionally bureaucratic model and basic principles that have guided the development of our Westminster-Whitehall parliamentary system. Nonetheless, Canada and the United Kingdom still cling to accountability requirements better suited to the past and the traditional bureaucratic model. Savoie concludes with a call for new accountability requirements that correspond with court government as well as the new relationships between politicians and civil servants, and civil servants and citizens.

A Fine Mess written by T. R. Reid and has been published by Penguin this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-04-04 with Business & Economics categories.

New York Times bestelling author T. R. Reid travels around the world to solve the urgent problem of America's failing tax code, unravelling a complex topic in plain English - and telling a rollicking story along the way. The U.S. tax code is a total write-off. Crammed with loopholes and special interest provisions, it works for no one except tax lawyers, accountants, and huge corporations. Not for the first time, we have reached a breaking point. That happened in 1922, and again in 1954, and again in 1986. In other words, every thirty-two years. Which means that the next complete overhaul is due in 2018. But what should be in this new tax code? Can we make the U.S. tax system simpler, fairer, and more efficient? Yes, yes, and yes. Can we cut tax rates and still bring in more revenue? Yes. Other rich countries, from Estonia to New Zealand to the UK—advanced, high-tech, free-market democracies—have all devised tax regimes that are equitable, effective, and easy on the taxpayer. But the United States has languished. So byzantine are the current statutes that, by our government’s own estimates, Americans spend six billion hours and $10 billion every year preparing and filing their taxes. In the Netherlands that task takes a mere fifteen minutes! Successful American companies like Apple, Caterpillar, and Google effectively pay no tax at all in some instances because of loopholes that allow them to move profits offshore. Indeed, the dysfunctional tax system has become a major cause of economic inequality. In A Fine Mess, T. R. Reid crisscrosses the globe in search of the exact solutions to these urgent problems. With an uncanny knack for making a complex subject not just accessible but gripping, he investigates what makes good taxation (no, that’s not an oxymoron) and brings that knowledge home where it is needed most. Never talking down or reflexively siding with either wing of politics, T. R. Reid presses the case for sensible root-and-branch reforms with a companionable ebullience. This affects everyone. Doing our taxes will never be America's favorite pastime, but it can and should be so much easier and fairer.

Political legacy is a concept that is often tossed around casually, hastily defined by commentators long before a prime minister leaves office. In the case of the polarizing Stephen Harper, clear-eyed analysis of his tenure is hard to come by. The Harper Factor offers a refreshingly balanced look at the Conservative decade under his leadership. What impact did Harper have on the nation’s finances, on law and order, and on immigration? Did he accomplish what he promised to do in areas such as energy and intergovernmental affairs? How did he change the conduct of politics, the workings of the media, and Parliament? A diverse group of contributors, including veteran economists David Dodge and Richard Dion, immigration advocate Senator Ratna Omidvar, Stephen Harper’s former policy director Paul Wilson, award-winning journalists such as Susan Delacourt, and vice-provost of Aboriginal Initiatives at Lakehead University Cynthia Wesley-Esquimaux, make reasoned cases for how Harper succeeded and how he fell short in different policy domains between 2006 and 2015. Stephen Harper’s record is decidedly more nuanced than both his admirers and detractors will concede. The Harper Factor provides an authoritative reference for Canadians on the twenty-second prime minister’s imprint on public policy while in office, and his political legacy for generations to come.

Opening the Government of Canada presents a compelling case for a more open model of governance in the digital age – but a model that also continues to uphold democratic principles at the heart of the Westminster system. Amanda Clarke details the untold story of the federal bureaucracy’s efforts to adapt to digital-age pressures from the mid-2000s onward. This book reveals the mismatch between the bureaucracy’s closed government traditions and evolving citizen expectations and digital tools. Striking a balance between reform and tradition, lays out a roadmap for building a democratically robust, digital-era federal government.

Government Alone Can’t Solve Society’s Biggest Problems World hunger. Climate change. Crumbling infrastructure. It’s clear that in today’s era of fiscal constraints and political gridlock, we can no longer turn to government alone to tackle these and other towering social problems. What’s required is a new, more collaborative and productive economic system. The Solution Revolution brings hope—revealing just such a burgeoning new economy where players from across the spectrum of business, government, philanthropy, and social enterprise converge to solve big problems and create public value. By erasing public-private sector boundaries, the solution economy is unlocking trillions of dollars in social benefit and commercial value. Where tough societal problems persist, new problem solvers are crowdfunding, ridesharing, app-developing, or impact-investing to design innovative new solutions for seemingly intractable problems. Providing low-cost health care, fighting poverty, creating renewable energy, and preventing obesity are just a few of the tough challenges that also represent tremendous opportunities for those at the vanguard of this movement. They create markets for social good and trade solutions instead of dollars to fill the gap between what government can provide and what citizens need. So what drives the solution economy? Who are these new players and how are their roles changing? How can we grow the movement? And how can we participate? Deloitte’s William D. Eggers and Paul Macmillan answer these questions and more, and they introduce us to the people and organizations driving the revolution—from edgy social enterprises growing at a clip of 15 percent a year, to megafoundations, to Fortune 500 companies delivering social good on the path to profit. Recyclebank, RelayRides, and LivingGoods are just a few of the innovative organizations you’ll read about in this book. Government cannot handle alone the huge challenges facing our global society—and it shouldn’t. We need a different economic paradigm that can flexibly draw on resources, combine efforts, and create value, while improving the lives of citizens. The Solution Revolution shows the way.
