If Hurricane Ike had made landfall just fifty miles down the Texas coast, the devastation and death caused by what was already one of the most destructive hurricanes in US history would have quadrupled. Recovery is the least researched and prepared-for phase in the disaster management cycle, but the critique of the post-Katrina's planning has begun to get researchers' attention with an emerging consensus on the value of recovery planning and its timing. My dissertation focuses on improving recovery planning by asking "how can the recovery planning process and outcomes following Hurricane Ike in Galveston, Texas inform theories of recovery planning?" This inquiry is addressed in three articles. The first article is an integrative review of the recovery planning literature, theories of planning and plan quality to lay out evaluation criteria. Recovery planning should be proactive, driven by local leadership, long-term and broad scope based on accurate data. Success of a recovery plan depends on setting transformative and restorative goals, alternative plausible futures and flexible policies. While federal recovery programs use several of these principles, they are criticized for short time frame, project-oriented and a prescriptive approach. The second article undertakes a qualitative analysis of recovery planning in Galveston. Resistance to start planning early reflected a lack of capacity. Hence, when planning started, it was based on limited fact-basis and expertise. The planning process was open and transparent, yet not adequately representative; and deliberation on important issues fell short. The result was a list of projects, not a plan, which failed to gain political and legal approval. The third study is an assessment of population, economic, and housing recovery. Population of Galveston is slowly restoring its pre-Ike level, but I found disparities among neighborhoods and race/ethnic sub-populations. Changes in shares of industries from job market and composition of jobs show that Ike was an interruption and acceleration to longer and broader trends in the local economy. Recovery of housing has either failed or been severely thwarted at the aggregate level. At the disaggregate level, the lag is even larger for damaged duplexes and multifamily units. Finally, I synthesize the findings of the three studies and suggest lessons for recovery planning practice and questions for future research to further inform our knowledge of the opportunities and challenges in disaster recovery planning. Hurricane IKE wiped out the entire Bolivar Peninsula of Galveston County, Texas leaving a mere "bomb explosion" effect on the community. It took over two week before residents where allowed onto their ravished properties, to see the horrendous destruction. It was a nightmare to all that returned. There are stories of our residents that stayed during the storm thinking it was only a Category 2 Hurricane. This book is dedicated to the stories that we will never hear and to all of the survival stories that we are thankful that we do have. The residents of the Bolivar Peninsula, Texas went through a life time experience with Hurricane IKE. On September 13, 2008, Hurricane IKE ravished the entire Bolivar Peninsula, Texas. It left the peninsula bare as if a bomb had exploded. The entire Gulf of Mexico churned with winds reaching 275 miles from the eye. The gulf side of Florida witnessed miles of beaches as the ocean was entirely submerging the Bolivar Peninsula in Texas. The residents of the Peninsula have our own unique stories and memories to share through each of our individual eyes. We lived through the unbelievable, the unknowing, the destruction, the loss, the love, the spiritual and the comeback! These are our stories, as our entire lives changed within a blink of an eye!

Hurricane Ike Coastal Impact Assessment: Field Observations from October 3-6, 2008 describes the environmental and infrastructure impacts of Hurricane Ike on the upper Texas coast. Most important, the report identifies factors that appeared to provide protection from storm damage and presents some policy implications. After a general introduction to the area, its geology, historical storm events and rehabilitation, and coastal processes, the book describes Hurricane Ike, including water levels, storm surge measurements, and comparisons with other storms. It portrays the physical impacts of the storm, such as geomorphic changes, erosion rates, shoreline position, and impact of winds on engineered structures. Damage to and survival of shoreline structures--piers, seawalls, geotextile tubes, groins, and inlet jetties--are also discussed. Subsequent chapters address structural damage to buildings, lifelines and infrastructure, and marinas from wind, flooding, waves, and erosion. Finally, the book raises policy issues and summarizes lessons learned. Civil engineers engaged in projects related to coasts, oceans, ports, and rivers, especially in hurricane-prone areas; facilities managers in coastal areas; government officials from agencies that participate in coastal zone management or manage emergency preparedness will find the observations and conclusions of this book valuable.
