Excerpt from South Africa a Century Ago: Letters Written From the Cape of Good Hope (1797-1801) The sixteenth century saw the coming of the sailing-ship and the great voyages of discovery. The Catholic countries of Europe, Spain and Portugal, led the way; and in 1494 the "Pope's line" sought to divide between them the newly discovered regions. But such a division could not last. Other nations - England and Holland, then France - were determined to have their share of treasure and trade; and the failure of the Armada broke the naval power of Spain. By the eighteenth century the struggle for predominance at sea and in the new lands had narrowed down to the rivalry between England and France, the France which rose to preeminence and power under Louis XIV. By 1760 Britain was in control of India and North America; but the struggle between the two nations went on - with intervals for recovery - for over fifty years. The decision inevitably determined the fate of South Africa as well; for the Cape was on the main sea-route to the East, and must fall a prize to the strongest power at sea. Holland became involved in the conflict, when she followed France in supporting the American colonists, during the War of Independence. Britain was hard pressed then; and the result was a French garrison at the Cape from 1781 to 1783, in which year peace was declared between the new "United States" and Britain. It is well known that about this time the burghers of the Cape were by no means happy under the rule of the Dutch East India Company. Poverty and distress were rife; and there was trouble in the East between the more distant Dutch settlers and the Natives. It was the period of the French Revolution, and the men of Swellendam and Graaff-Reinet decided to have little republics of their own. Even in Cape Town there was a republican party: they called themselves "Patrioten" in imitation of the "Patriot" party in Holland. Excerpt from The Staff Work of the Anglo-Boer War, 1899-1901: Embodying Some of the War Letters Sent to the 'Morning Post' From South Africa To My Readers, I feel that it is a little presumptuous of me to offer the public a volume on the "Staff Work of the War," and I am all too conscious of its shortcomings. But if my friends and critics come to the conclusion that in spite of its defects, it serves a useful purpose in setting forth the work done by the non-combatant branches of the army, then I shall feel my efforts will not have been quite in vain. I was induced to take up public writing in connection with the Anglo-Boer War of 1899-1901, for the Morning Post, by a mis-statement that appeared in the Cape Times as to my duties whilst nursing sick prisoners of war on board the Manila in Simons Bay. My letter to the Editor correcting this error led me to give a short description of the medical work then being done amongst the prisoners, both in the transports and in the hospitals. At that time there were many deaths amongst them from enteric fever, and a feeling of uneasiness was abroad that all was not being done by the authorities for their relief and to combat the disease. My testimony had a decidedly reassuring effect on public opinion, as is proved by many letters that I received from both English and Dutch in the Colony. Since the last Soudan campaign my journalistic propensities had found no outlet, neither had I sought one in South Africa. But, to the honour of the British Government, its influence in the collisions which so often take place between colonists and natives is generally exercised on the side of justice and mercy. It has more than once prevented the extermination of the Maories, and the wholesale confiscation of their lands; and to it is due the non-recurrence, for a period of fifteen years, of a Kaffir war - that gulf into which Chancellors of the Ex chequer Once periodically cast their surplus. As the hands of the Imperial Government are now tolerably clean, there is no inconsistency in appealing to them against the misdeeds of the Boers of South Africa. It may be alleged that this is a proposed interference with the internal government Of an independent state. It is true that the Dutch Republics of South Africa have enjoyed a separate existence for many years past. In the interval they have been as much masters of their own affairs as if the English had disappeared from the Cape; but it is not the less a fact, that their indepen dence is based upon treaties which impose upon them (as well as upon us) certain well-defined obligations. As these obligations are just and reasonable - as indeed the non-observance of them involves, as a consequence, the subversion of public morality the lapse of sixteen or Of sixty years cannot lessen their force, or diminish the weight of the responsibility they entail. England may fairly consider the expediency of enforcing the treaty which has been broken; but of her moral right to enforce it there cannot be the shadow of a doubt.
