Studienarbeit aus dem Jahr 2001 im Fachbereich Politik - Region: Osteuropa, Note: 1, Freie Universität Berlin (Osteuropainstitut), Veranstaltung: GK Politik Osteuropa, Sprache: Deutsch, Abstract: Lettland, seit knapp zehn Jahren wieder als unabhängiger Staat anerkannt, besitzt eine der relativ zu seiner Gesamtbevölkerungszahl größten russischsprachigen Minderheiten im postsowjetischen Raum. Letten stellen nur knapp die Mehrheit der Bevölkerung, während ostslawische, überwiegend russischsprachige Minderheiten, fast 40% der Bevölkerung bilden. Diese Bevölkerungsgruppe ist Lettlands Erbe aus der Zeit der Sowjetunion mit ihrem großangelegten Bevölkerungsaustausch. Deswegen eignet sich Lettland besonders für eine Untersuchung in Bezug auf die Integration dieser starken Minderheit. Die Debatte, wer die Staatsbürgerschaft eines neuen unabhängigen Staates erhalten sollte und wer nicht, ist in diesem Fall von besonderer Bedeutung. Wie konnte es dazu kommen, dass ein großer Teil der Bevölkerung durch die Verweigerung der lettischen Gesetzgeber, ihnen die Staatsbürgerschaft zu verleihen, von staatsbürgerlichen Partizipationsrechten ausgeschlossen wurde und auch zahlreiche weitere Benachteiligungen erfahren musste? Welche Gründe bewegten die politischen Eliten zu der Entscheidung, die Staatsbürgerschaft exklusiv nur an Letten zu verleihen?
