In many developing countries the adoption of climate sustainable practices is hindered by resource and risk barriers. This paper assesses the interactions between participation in Malawi’s largest public works programme, the Malawi Social Action Fund (MASAF), and three widely promoted climate-smart agriculture (CSA) practices. The underlying hypotheses to be tested are: (a) that participation in the MASAF programme reduce both the budget and the risk constraints to the adoption of sustainable management practices; and (b) the joint treatment effect of MASAF and CSA increases household farms’ productivity and welfare. Drawing on three waves of national panel household survey data, we find that participation in MASAF significantly increases the probability that farm households adopt all the CSA practices considered for this study.

The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.

Rising temperatures due to climate change pose a significant threat to agricultural systems and the livelihoods of farmers across the globe. Identifying farm management strategies that reduce sensitivity to high temperatures is, therefore, critical for moderating the adverse effects of climate change. In this paper, we use spatially granular climate data merged with four waves of household survey data in Uganda to examine empirically the relationships between high temperatures, agricultural production outcomes, and the adoption (including its duration) of three sustainable agricultural practices (organic fertilizer adoption, banana-coffee intercropping and cereal-legume intercropping). We do this using a fixed-effect model, with instrumental variables to address potential endogeneity issues. Our findings indicate that, while exposure to high temperature does reduce farmers’ crop income, the adoption of these practices can offset the negative impact of high temperatures on such income. Indeed, we show that the benefits of adopting these practices on the total value of crop production increases monotonically astemperatures increase from their long-term averages. Moreover, the number of years a farmer adopts a practice is associated with higher total value of crop production, and this relationship holds across the full distribution of observed high temperature deviations. Taken together, the results suggest that organic fertilizer adoption, banana-coffee intercropping and cereal-legume intercropping are effective options to adapt to rising temperatures in Uganda, and these benefits increase with the duration of adoption. Adaptation policies and programmes must therefore be designed in ways that help farmers overcome initial barriers to adoption of these practices, as well as to support farmers to sustain adoption over time. This may require longer term funding horizons for adaptation programmes, and innovative support mechanisms to incentivize sustained adoption.

The “Building back better and greener: Integrated approaches for an inclusive and green COVID-19 recovery in rural spaces” project aims to: (a) build the capacity of key stakeholders in the provision of advisory and extension services; (b) integrate social protection interventions with complementary services on climate-adaptive agriculture and sustainable livestock management; and (c) generate evidence through an impact evaluation (a clustered randomized control trial) on the effectiveness of climate-adaptive agricultural training intervention and disbursement of enterprise grants in enhancing rural incomes, food security, and resilience in the face of persistent climate shocks. This impact evaluation provides information regarding evaluation design of the project as well as the baseline survey instrument. Furthermore, it provides details regarding the baseline data collected, conducts balance tests associated with randomization, and provides policy relevant analysis of the baseline.

In recent years, considerable progress has been made in the area of Nature-based Solutions (NbS) that improve ecosystem functions of environments and landscapes affected by agricultural practices and land degradation, while enhancing livelihoods and other social and cultural functions. This has opened up a portfolio of NbS options that offer a pragmatic way forward for simultaneously addressing conservation, climate and socioeconomic objectives while maintaining healthy and productive agricultural systems. NbS can mimic natural processes and build on land restoration and operational water-land management concepts that aim to simultaneously improve vegetation and water availability and quality, and raise agricultural productivity. NbS can involve conserving or rehabilitating natural ecosystems and/or the enhancement or the creation of natural processes in modified or artificial ecosystems. In agricultural landscapes, NbS can be applied for soil health, soil moisture, carbon mitigation (through soil and forestry), downstream water quality protections, biodiversity benefits as well as agricultural production and supply chains to achieve net-zero environmental impacts while achieving food and water security, and meet climate goals.

Adaptive social protection (ASP) helps to build the resilience of poor and vulnerable households to the impacts of large, covariate shocks, such as natural disasters, economic crises, pandemics, conflict, and forced displacement. Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.
