First published in 1983. The primary argument of this book is that there is a coherent tradition of liberal thinking that extends from L. S. Mill, through liberals like T. H. Green, Bernard Bosanquet, L. T. Hobhouse and John Dewey to John Rawls. The author places Rawls within a longstanding tradition of liberal thinking, while also arguing that Green and Hobhouse are not simply of historical interest but represent genuine and interesting attempts to develop a modern liberal theory. It is argued that modern liberal theory centres on a conception of human nature; that modern liberals have sought to harmonise the pursuit of individuality with participation in social and communal life. Although the book focuses on six modern liberals, the discussion proceeds topically rather than according to author, thus highlighting similarities and disagreements and providing a comprehensive study of modern liberalism.

The Westminster Review for April, 1860, contained an article entitled “Parliamentary Reform: the Dangers and the Safeguards.” In that article I ventured to predict some results of political changes then proposed. Reduced to its simplest expression, the thesis maintained was that, unless due precautions were taken, increase of freedom in form would be followed by decrease of freedom in fact. Nothing has occurred to alter the belief I then expressed. The drift of legislation since that time has been of the kind anticipated. Dictatorial measures, rapidly multiplied, have tended continually to narrow the liberties of individuals; and have done this in a double way. Regulations have been made in yearly-growing numbers, restraining the citizen in directions where his actions were previously unchecked, and compelling actions which previously he might perform or not as he liked; and at the same time heavier public burdens, chiefly local, have further restricted his freedom, by lessening that portion of his earnings which he can spend as he pleases, and augmenting the portion taken from him to be spent as public agents please.

AMERICA, fashionable observers say, is a non-ideological nation; and it is understandable why this is a phenomenon from which one takes pleasure. No one is more tedious than the totally ideologized man, the man who forces every passing phenomenon into his ideological mold to end up, for example, concluding that every friend of Congressional investigating committees is an enemy of civil liberties, or that every enemy of Congressional investigating committees is a friend of civil liberties. American political conflicts are not generally fought on the battleground of ideas. The thoroughly non-Ideological Man is usually designated as steward of the American political community. This is partly a good thing, because everyone knows that ideological totalism can bring whole societies down, as it did Hitler’s, and permanently terrorize others, as Communism has done. The danger comes when a distrust of doctrinaire social systems eases over into a dissolute disregard for principle. A disregard for enduring principle delivers a society, eviscerated, over to the ideologists. America, most historians teach us, has sought to avoid the extremes, to be flexible without resembling Silly Putty; to be principled without being arch. I think our country is not clearly enough avoiding the former extreme. I think she is in danger of losing her identity—not on account of the orthodoxy that we are being told in some quarters threatens to suffocate us; but for failure to nourish any orthodoxy at all. I think the attenuation of the early principles of this country has made America vulnerable to the most opportunistic ideology of the day, the strange and complex ideology of modern Liberalism. I think, moreover, that disordered and confused though it concededly is these days, conservatism is the only apparent rallying point. To put forward such a thesis is to take on many obligations. Very well. But bear in mind the logical maxim that one man’s failure to prove a thesis does not render it invalid. I am by no means the ideal person to take on the job at hand, which is to discredit doctrinaire Liberalism and plead the viability of enlightened conservatism. I have many disqualifications, among them that of having personally experienced the tenacious ill will of some of the men about whom I shall be writing; and I see some of them, day after day, berating people who stand for the things I love. I herewith hoist high a flag of truce, respectfully inviting their attention to what I have to say; but I will not feign surprise if the flag comes hurtling down, felled by a withering burst of fire from a hotblooded evangelist in the Liberal camp—who was brought up to assume that the differences between us, Liberals and conservatives, are not negotiable. It is not as though the Communists had hoisted the flag.

This book came out of the emails I sent to a group of people, some relatives and some friends. I became a liberal (in the American sense) through the influence of the counterculture, and these are my opinions and thoughts as a liberal man. The American liberal is very important to the world, just as the environmentalists and anti-globalization activists are very important to the world. The world is in crisis, in various aspects of its existence and life on it. This crisis, political, environmental, social, etc., was brought upon the world by the Western industrial civilization. That civilization has to be questioned, cautioned, and some elements of it have to be completely opposed. That opposition has to come from the West itself, and such mass scale opposition originated in the '60s in America, England and Europe. Today, the opposition to the destructive forces is centered in the liberal consciousness.
