The working hypothesis of this book is that the issue of leadership is neglected by mainstream democratic and liberal theories. This deficiency has especially become evident in the last three or four decades, which have witnessed a revival of deontological liberalism and radical theories of participatory and ‘deliberative’ democracy. The contributors examine, discuss and evaluate descriptive, analytical and normative arguments regarding the role of leadership in liberal and democratic theory. The volume seeks to provoke debate and to foster new research on the significance and function of leaders in liberal democracies. The book (as a whole and in its constitutive chapters) works on two levels. First, it aims to expose the lack of systematic treatment of leadership in mainstream liberal and democratic theory. Second, it explores the reasons for this neglect. Overall, the book tries to convince the reader that liberal and democratic theories should revive the issue of leadership.

Most scholars and pundits today view Franklin Delano Roosevelt and John F. Kennedy as aggressive liberal leaders, while viewing Schlesinger’s famous histories of their presidencies as celebrations of their steadfast progressive leadership. A more careful reading of Schlesinger’s work demonstrates that he preferred an ironic political outlook emphasizing the virtues of restraint, patience, and discipline. For Schlesinger, Roosevelt and Kennedy were liberal heroes and models as much because they respected the constraints on their power and ideals as because they tested traditional institutions and redefined the boundaries of presidential power. Aggressive liberalism involves the use of inspirational rhetoric and cunning political tactics to expand civil liberties and insure economic equality. Within contemporary culture, ‘leadership’ is seen in ways that appeal to celebrated societal values and norms. As a result, it is becoming difficult to use the language of leadership without at the same time assuming its essentially positive, intrinsically affirmative nature. Within organizations, routinely referring to bosses as ‘leaders’ has, therefore, become both a symptom and a cause of a deep, largely unexamined new conceptual architecture. This architecture underpins how we think about authority and power at work.
