In April 1947, a group of right-leaning intellectuals met in the Swiss Alps for a ten-day conference with the aim of establishing a permanent organization. Named “an army of fighters for freedom” by Friedrich Hayek, they would at times use “neoliberalism” as a description of the philosophy they were developing. Starting from a distinction made by the American philosopher, John Rawls, in 2000 between two kinds of liberalism, "liberalism of freedom" and "liberalism of happiness", this book presents a range of articles by economists and philosophers debating the most fundamental aspects of the subject. These include the exact significance of Rawls’ distinction and how it can be related to European political philosophy on the one hand and to utilitarianism on the other hand; the various definitions of happiness and freedom and their implications and the informational basis of individual preferences. The objectives of the book are twofold: first, it is devoted to a thorough analysis of the founding texts of both liberalisms. It aims to determine the logic of selection of the concepts which these traditions consider as relevant. The Kantian pair "Reasonable"/"Rational" can be seen as the basis on which these concepts are defined, our final concern being to reveal the profound relations of complementarity between them: we call it reconciliation. Secondly, we consider a fundamental issue of welfare economics – how to appraise individual preferences – in light of the Rawlsian distinction. It is emphasized that neither a criterion based on liberalism of freedom by itself, nor an evaluation in terms of liberalism of happiness by itself exhausts the question of utility. One must combine both aspects in order to cope with that issue. To do so, it is claimed that one can resort to the concept of metaranking of preferences. All the contributions included in this book are the outcomes of a collective research project of three years. The contributors come from a variety of backgrounds and yet are unified in developing a specific position about freedom and happiness. This book should be of interest to those focusing on the history of economic thought as well as moral, political and economic philosophy.

The book shows the ideological underpinning of the economist’s work, and the ideological perspectives are those that have largely prevailed in the last couple of centuries: liberalism, nationalism and socialism. It is on the ground and strength of these ideologies that systems of political economy have been built. Roselli explores the connections between theory and value judgements to identify the philosophical premises behind the economic reasoning of economists as diverse as Smith, Ricardo, Marx, Pareto, Keynes, Hayek, among others. Liberalism originally leaned towards an unhindered laissez-faire, then towards a wider role of the State in the economic system, under the influence of socialist ideology, then again it has relied on an individualistic approach to issues of wealth production and distribution; more recently the unrealiability of this approach has been revealed by systemic crises, suggesting new reflections and uncertainties about the coherence of economic reasoning with the liberal idea: an institutional and historical perspective may open new spaces to the understanding of a liberal and capitalistic economy. The vicissitudes of economic nationalism, its statist and protectionist features, its decline and recent resurgence are examined, being unclear what shape it is currently taking from an economic and political viewpoint. This is particularly obscure in the case of that specific form of nationalism called populism. The decline and fall of Marx’s historical materialism cannot hide the inherent contrast of interest between the two sides of a labour contract. The lasting legacy of socialism is the enduring and multiform relevance – from a cowed labour force to environmental issues - of social themes in modern economies.

Noneconomists often think that economists' approach to race is almost exclusively one of laissez-faire. Racism, Liberalism, and Economics argues that economists' ideas are more complicated. The book considers economists' support of markets in relation to the challenge of race and race relations and argues that their support of laissez-faire has traditionally been based upon a broader philosophical foundation of liberalism and history: what markets have and have not achieved in the past, and how that past relates to the future. The book discusses the concepts of liberalism and racism, the history and use of these terms, and how that history relates to policy issues. It argues that liberalism is consistent with a wide variety of policies and that the broader philosophical issues are central in choosing policies. The contributors show how the evolution of racist ideas has been a subtle process that is woven into larger movements in the development of scientific thought; economic thinking is embedded in a larger social milieu. Previous discussions of policies toward race have been constrained by that social milieu, and, since World War II, have largely focused on ending legislated and state-sanctioned discrimination. A century ago, John Maynard Keynes entered the Treasury to serve his country during the First World War, but as is well known, appalled by the terms of the end-of-war Treaty of Versailles, he abandoned the British delegation, outlining the predictable adverse results in the Economic Consequences of the Peace, published in 1919. Far less well known is his personal and political development that led him to be called to service even before Great Britain entered the conflict. Starting from Keynes’s early political activity, Carlo Cristiano charts the stages through which Alfred Marshall’s young pupil rapidly rose to be one of his country’s major experts on monetary issues. The very young Liberal Imperialist was soon to become a staunch supporter of the liberal government, strongly committed to Lloyd George’s 1909 ‘people’s budget’. Moreover, the good relations he had established during his two years at the India Office of London and his growing expertise in money and finance, made him one of the few who genuinely grasped the functioning of the pre-war gold standard, and an ally of the Treasury and the Bank of England in the struggle within the City for control and management of London’s gold reserves. Abandoning the stereotyped image of Keynes in his early years, so often described as a young connoisseur interested in philosophy and with little inclination for politics, this book sees his perfect fusion of political vision and economic competence in the era of ‘New Liberalism’ as the true wellspring of Keynesianism.
