This order, they claim, ushered in seventy years of peace and prosperity and saw post-war America domesticate the world to its values. The False Promise of Liberal Order exposes the flaws in this nostalgic vision. The world shaped by America came about as a result of coercion and, sometimes brutal, compromise. Liberal projects – to spread capitalist democracy – led inadvertently to illiberal results. To make peace, America made bargains with authoritarian forces. Even in the Pax Americana, the gentlest order yet, ordering was rough work. As its power grew, Washington came to believe that its order was exceptional and even permanent – a mentality that has led to spiralling deficits, permanent war and Trump. This open access book aims to show which factors have been decisive in the rise of successful countries. Never before have so many people been so well off. However, prosperity is not a law of nature; it has to be worked for. A liberal economy stands at the forefront of this success - not as a political system, but as a set of economic rules promoting competition, which in turn leads to innovation, research and enormous productivity. Sustainable prosperity is built on a foundation of freedom, equal opportunity and a functioning government. This requires a stable democracy that cannot be defeated by an autocrat. Autocrats claim that "illiberalism" is more efficient, an assertion that justifies their own power. Although autocrats can efficiently guide the first steps out of poverty, once a certain level of prosperity has been achieved, people begin to demand a sense of well-being - freedom and codetermination. Only when this is possible will they feel comfortable, and progress will continue. Respect for human rights is crucial. The rules of the free market do not lean to either the right or left politically. Liberalism and the welfare state are not mutually exclusive. The "conflict" concerns the amount of government intervention. Should there be more or less? The story of the dramatic postwar struggle over the proper role of citizens and government in American society. In the 1960s and 1970s, an insurgent attack on traditional liberalism took shape in America. It was built on new ideals of citizen advocacy and the public interest. Environmentalists, social critics, and consumer advocates like Rachel Carson, Jane Jacobs, and Ralph Nader crusaded against what they saw as a misguided and often corrupt government. Drawing energy from civil rights protests and opposition to the Vietnam War, the new citizens’ movement drew legions of followers and scored major victories. Citizen advocates disrupted government plans for urban highways and new hydroelectric dams and got Congress to pass tough legislation to protect clean air and clean water. They helped lead a revolution in safety that forced companies and governments to better protect consumers and workers from dangerous products and hazardous work conditions. And yet, in the process, citizen advocates also helped to undermine big government liberalism—the powerful alliance between government, business, and labor that dominated the United States politically in the decades following the New Deal and World War II. Public interest advocates exposed that alliance’s secret bargains and unintended consequences. They showed how government power often was used to advance private interests rather than restrain them. In the process of attacking government for its failings and its dangers, the public interest movement struggled to replace traditional liberalism with a new approach to governing. The citizen critique of government power instead helped clear the way for their antagonists: Reagan-era conservatives seeking to slash regulations and enrich corporations. Public Citizens traces the history of the public interest movement and explores its tangled legacy, showing the ways in which American liberalism has been at war with itself. The book forces us to reckon with the challenges of regaining our faith in government’s ability to advance the common good.
