This book documents the making of Romanian citizenship from 1750 to 1918 as a series of acts of national self-determination by the Romanians, as well as the emancipation of subordinated gender, social, and ethno-religious groups. It focuses on the progression of a sum of transnational "questions" that were at the heart of North-Atlantic, European, and local politics during the long nineteenth century, concerning the status of peasants, women, Greeks, Jews, Roma, Armenians, Muslims, and Dobrudjans. The analysis emphasizes the fusion between nationalism and liberalism, and the emancipatory impact national-liberalism had on the transition from the Old Regime to the modern order of the nation-state. While emphasizing liberalism's many achievements, the study critically scrutinizes the liberal doctrine of legal-political "capacity" and the dark side of nationalism, marked by tendencies toward exclusion. It highlights the challenges nascent liberal democracies face in the process of consolidation and the enduring appeal of illiberalism in periods of upheaval, represented mainly by nativism. The book's innovative interdisciplinary approach to citizenship in the Ottoman and post-Ottoman Balkans and the richness of the sources employed, appeal to a diverse readership. Constantin Iordachi teaches at the Central European University, Budapest. He has published widely on citizenship, nationalism and fascism. The Cultural Defense of Nations presents a timely, thought-provoking thesis on some of the most pressing issues of our time-global immigration, majority groups, and national identity. Never in human history has so much attention been paid to human movement. Global migration yields demographic shifts of historical significance, profoundly shaking up world politics-as has been seen in the refugee crisis, the Brexit referendum, and the 2016 U.S. election. The Cultural Defense of Nations addresses one of the greatest challenges facing liberalism today: is a liberal state justified in restricting immigration and access to citizenship in order to protect its majority culture? Liberal theorists and human rights advocates recognize the rights of minorities to maintain their unique cultural identity, but assume that majorities have neither a need for similar rights nor a moral ground for defending them. The majority culture, so the argument goes, "can take care of itself." However, with more than 250 million immigrants worldwide, majority groups increasingly seek to protect what they consider to be their national identity. In recent years, liberal democracies have introduced proactive immigration and citizenship policies that are designed to defend the majority culture. This book shifts the focus from the prevailing discussion of cultural minority rights and, for the first time, addreses the cultural rights of majorities. The thesis of liberal nationalism is that national identities can serve as a source of unity in culturally diverse liberal societies, thereby lending support to democracy and social justice. The chapters in this book examine that thesis from both normative and empirical perspectives, in the latter case using survey data or psychological experiments from the U.S., Canada, the Netherlands, Denmark, France, and the UK. They explore how people understand what it means to belong to their nation, and show that different aspects of national attachment - national identity, national pride, and national chauvinism - have contrasting effects on support for redistribution and on attitudes towards immigrants. The psychological mechanisms that may explain why people's identity matters for their willingness to extend support to others are examined in depth. Equally important is how the potential recipients of such support are perceived. 'Ethnic' and 'civic' conceptions of national identity are often contrasted, but the empirical basis for such a distinction is shown to be weak. In their place, a cultural conception of national identity is explored, and defended against the charge that it is 'essentialist' and therefore exclusive of minorities. Particular attention is given to the role that religion can legitimately play within such identities. Finally the book examines the challenges involved in integrating immigrants, dual nationals, and other minorities into the national community. It shows that although these groups mostly share the liberal values of the majority, their full inclusion depends on whether they are seen as committed and trustworthy members of the national 'we'.

In The Boundaries of Citizenship Jeff Spinner addresses this question by examining distinctive racial, ethnic, and national groups whose identities may be transformed in liberal society. Focusing on the Amish, Hasidic Jews, and African Americans in the United States and on the Quebecois in Canada, Spinner explores the paradox of how liberal values such as equality and individual autonomy -- which members of cultural groups often fight to attain -- can lead to the unexpected transformation of the group's identity.
