An exploration of the theories, histories, practices, and contradictions of liberalism today. What does it mean to be a liberal in neoliberal times? This collection of short essays attempts to show how liberals and the wider concept of liberalism remain relevant in what many perceive to be a highly illiberal age. Liberalism in the broader sense revolves around tolerance, progress, humanitarianism, objectivity, reason, democracy, and human rights. Liberalism's emphasis on individual rights opened a theoretical pathway to neoliberalism, through private property, a classically minimal liberal state, and the efficiency of “free markets.” In practice, neoliberalism is associated less with the economic deregulation championed by its advocates than the re-regulation of the economy to protect financial capital. Liberalism in Neoliberal Times engages with the theories, histories, practices, and contradictions of liberalism, viewing it in relation to four central areas of public life: human rights, ethnicity and gender, education, and the media. The contributors explore the transformations in as well as the transformative aspects of liberalism and highlight both its liberating and limiting capacities. The book contends that liberalism—in all its forms—continues to underpin specific institutions such as the university, the free press, the courts, and, of course, parliamentary democracy. Liberal ideas are regularly mobilized in areas such as counterterrorism, minority rights, privacy, and the pursuit of knowledge. Education and Political Subjectivities in Neoliberal Times and Places investigates the conditions and possibilities for political subjectivities to emerge in international educational contexts, where neoliberal norms are repeated, performed and transformed. Through demonstrating the possibility of political subjectivities, this book argues that neoliberalism should neither be considered post-political, nor a natural law by which educational practices have to abide. This book considers how political subjectivities are made possible in education in spite of dominant neoliberal norms. Chapters address key theoretical discussions surrounding these different, sometimes contradicting, norms and their relationship to education, economy and politics. This innovative approach considers diverse educational and political initiatives in the wake of new public management, postcolonial perspectives on neoliberal education, and educational practices and critical possibilities. The book advocates understanding and enacting democracy as an experiment, based on the conception that democracy is constantly constructed and constitutes a transformative process in society in general as well as in education. This book advances the argument that there is still room for political subjectivity in spite of the dominance of neoliberal educational governance. In April 1947, a group of right-leaning intellectuals met in the Swiss Alps for a ten-day conference with the aim of establishing a permanent organization. Named “an army of fighters for freedom” by Friedrich Hayek, they would at times use “neoliberalism” as a description of the philosophy they were developing. Later, many of them would opt for "classical liberalism” or other monikers. Was their liberalism classical or was it new? Neoliberalism has been one of the most hotly contested themes in academic and political debate over the last 30 years. Given the global and persistent influence of neoliberal ideas on contemporary styles of governance, social-service provision, and public policy, this intensive interest is understandable. At the same time, the use of the term has become loose, vague, and over-extended, particularly in the extensive critical literature. Rather than engage in further critique, or in the reconstruction of the history of neoliberalism, this volume seeks to bring analytical clarity to the ongoing debate. Drawing inspiration from the work of the Hungarian economic historian, Karl Polanyi, Remaking Market Society combines critique, original formulations, and case studies to form an analytical framework that identifies the key instruments of neoliberal governance. These include privatization, marketization, and liberalization. The case studies examine the development of neoliberal instruments (reform of the British civil service); their refinement (reform of higher education in England and Wales); and their dissemination across national borders (EU integration policies). Rather than look back nostalgically on the post-war welfare-state settlement, in the final chapter the authors ask why the coalitions that supported that settlement broke down in the face of the neoliberal reform movement. This highly original work offers a distinctive transdisciplinary approach to political economy, and therefore is an important read for students and academics who are interested in political economy as well as social theory and political philosophy.
