Which political and institutional factors trigger reforms that enable the poor to benefit from the process of economic growth? How can the incentives of policy makers be influenced in order to achieve such a dynamic? These are the questions this study seeks to address by examining the transition process in post-communist countries. The author argues that political competition within an accepted and respected institutional environment has been a driving force in shaping the direction and success of transition reforms. Evidence shows that in countries with a sufficient degree of political competition, citizens responded to economic crises by calling for economic liberalization. Economic liberalization removed existing distortions, increased economic efficiency and raised public welfare. This activated a dynamic, self-enforcing reform process that also strengthened the political and economic power of the poor. In the absence of political competition, such a process failed to emerge, thereby contributing to the persistence of poverty. Based on these findings, there is good reason to postulate that some level of political competition is essential for transition reforms to improve economic efficiency and public welfare in a sustainable manner.

This title was first published in 2001. This work is a response to criticisms that investment liberalization in the APEC region is not moving quickly enough. It commences with a historical overview of APEC's process for investment liberalization and a description of current foreign direct investment policies for each of the APEC economies. It then argues that there are significant constraints to further liberalization arising from economic development concerns in the developing countries and political considerations in both developed and developing countries in the region. It also suggests that a truly liberalized investment environment would involve the removal of investment incentives. Again, there are political and institutional reasons that make this difficult. This book explores the process of economic liberalisation in Latin America and revises the transition from the import substitution industrialisation model to market-oriented reforms. It explains the theoretical foundations of the neoliberal paradigm and the implications of the policies that were labelled as the Washington Consensus. The book also incorporates an assessment on the socio-political norms added to the orthodox prescription, the so-called Post-Washington Consensus. The study comprises a general analysis on the subcontinent and on different economic liberalisation paths, and looks at four country case studies: Mexico, Brazil, Chile, and Uruguay, from the 1980s to recent years. From this approach, the reader can analyse weaknesses and strengths, the socioeconomic performance, and the difficulties that Latin America has presented through the turbulent process of economic liberalisation, both at an early stage and over the long run, by means of country case studies encompassing the most diverse and representative styles of economic openness in the subcontinent. This allows them to identify the challenges the country faces and the appropriate policies they can follow to cope with sustained economic growth, poverty reduction, and income distribution within an economically open environment.
