After World War I, the League of Nations assigned management of the German colony of Namibia to Britain, which passed control to South Africa as a "trophy" for the country's support during the war. The League mandated that South Africa prepare the country for independence, but South Africa showed no sign of working toward that goal. The clash over interpretation of the League's mandate led to 70 years of complicated diplomacy to solve the dispute. This incisive volume offers an in-depth analysis of the political and diplomatic efforts undertaken by representatives of the United Nations, Namibia, and South Africa--with the assistance of the international community, the Organization of African Unity, and Western powers--during the struggle for self-rule in Namibia from 1920 to 1990. This classic example of conflict resolution technique in global and African studies provides a useful template for conflict negotiation around the world.

Not a history of the 23-year struggle by the South West African People's Organization to free Namibia from the rule of South Africa, but a study of how that struggle impacted the liberation movement itself and the political culture bequeathed to the country at independence. The main point is that democracy was severely suppressed in order to achieve the victory against such overwhelming force, and that the subsequent government, liberal rather than democratic, is ultimately answerable to the people, but not under their immediate control. A nicely produced volume. Annotation copyright by Book News, Inc., Portland, OR

The role played by Botswana in various southern African liberation struggles has previously been neglected in historical studies. The country's politics of support and mobilisation early on in Namibia's struggle for independence from South Africa proved crucial for the formative period of both nation states. Botswana's difficult and contradictory position as neighbour of the South African apartheid state and colonial power in Namibia are carefully dealt with, as are the challenges faced by the fragile Namibian refugee networks and liberation movements, SWANU and SWAPO, operating in Botswana for decades. 'The Inevitable Pipeline into Exile' deals with a crucial phase of nationalism and transnational politics during the period of southern African decolonisation at the height of South Africa's diplomatic and military aggression throughout the region.

From 1960, SWAPO of Nami-bia led the organised and later armed struggle for indepen-dence. In late 1989, the libera-tion movement was finally elected to power under United Nations supervision as the legitimate government. When the Republic of Namibia was proclaimed on 21 March 1990, the long and bitter struggle for sovereignty came to an end. This volume takes stock of emerging trends in the country's political culture since independence. The contributions, mainly by authors from Namibia and Southern Africa who supported the anti-colonial movements, critically explore the achieve-ments and shortcomings that have been part of liberation in Namibia. Henning Melber was Director of the Namibian Economic Policy Research Unit (NEPRU) in Windhoek between 1992 and 2000 and has been Research Director at The Nordic Africa Institute since then. He coordinates the research project on 'Liberation and Democracy in Southern Africa', of which this volume is part.

Women's contributions against apartheid under the auspices of the Namibian liberation movement SWAPO and their personal experiences in exile take center stage in this study. Male and female leadership structures in exile are analysed whilst the sexual politics in the refugee camps and the public imagery of female representation in SWAPO's nationalism receive special attention. The party's public pronouncements of women empowerment and gender equality are compared to the actual implementations of gender politics during and after the liberation struggle.

Since independence in 1990, Namibia has witnessed only one generation with no memory of colonialism - the 'born frees', who voted in the 2009 elections. The anti-colonial liberation movement, SWAPO, dominates the political scene, effectively making Namibia a de facto one-party state dominated by the first 'struggle generation'. While those in power declare their support for a free, fair, and just society, the limits to liberation are such that emancipation from foreign rule has only been partially achieved. Despite its natural resources Namibia is among the world's most unequal societies and indicators of wellbeing have not markedly improved for many among the former colonized majority, despite a constitution enshrining human rights, social equality, and individual liberty. This book analyses the transformation of Namibian society since Independence. Melber explores the achievements and failures and contrasts the narrative of a post-colonial patriotic history with the socio-economic and political realities of the nation-building project. He also investigates whether, notwithstanding the relative stability prevailing to date, the negotiation of controlled change during Namibia's decolonization could have achieved more than simply a change of those in control.
