Civilian authorities generally maintained effective control over the security forces.The most serious human rights abuses were those linked to deficiencies in the administration of justice, official corruption, and violence against women and children, including rape, domestic violence, and human trafficking.Other important human rights abuses included police abuse, harassment, and intimidation of detainees and others; arbitrary arrest and detention; press harassment; corruption; female genital mutilation/cutting (FGM/C); racial and ethnic discrimination; discrimination against lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons; mob violence; and child labor.

The most serious human rights problems during the year resulted from the absence of effective governance, justice, and security institutions, and abuses and violations committed by armed groups affiliated with the government, its opponents, terrorists, and criminal groups. Consequences of the failure of the rule of law included arbitrary and unlawful killings and impunity for these crimes; civilian casualties in armed conflicts; killings of politicians and human rights defenders; torture and other cruel, inhuman, or degrading treatment or punishment; and harsh and life-threatening conditions in detention and prison facilities.

Lesotho is a constitutional monarchy with a democratic parliamentary government. Under the constitution, the king is head of state but does not actively participate in political activities. The prime minister is head of government and has executive authority. All major parties accepted the outcome of the February 2015 peaceful, credible, and transparent elections, and the country established its second coalition government. A Southern African Development Community (SADC) facilitation mission negotiated the snap election following clashes in August 2014 that saw then prime minister Thomas Thabane flee the country. The 2015 parliamentary elections gave no political party a majority. Pakalitha Bethuel Mosisili, the leader of the Democratic Congress (DC), which won 47 seats in the 120-member parliament, formed a seven-party, 65-seat coalition government. Despite the close election and tense environment, Thabane transferred power peacefully to Mosisili and assumed leadership of the opposition. Thabane and two other opposition leaders fled the country again in May 2015, citing concerns about their safety, and had not returned by year's end. An opposition boycott of parliament ended in February.

The Gambia's constitution enumerates a full range of provisions and assurances for a multiparty democratic republic. Human rights organizations and opposition parties, however, claimed the government repeatedly took steps to restrict the democratic space. In 2011 voters reelected President Yahya Jammeh to a fourth term in a peaceful, orderly election; however, international observers considered it neither free nor fair. President Jammeh's party, the Alliance for Patriotic Reorientation and Construction (APRC), continued to dominate the political landscape, winning an overwhelming majority of national assembly seats in the parliamentary elections in 2012 and local assembly seats in local elections in 2013. Six of the seven opposition parties boycotted or otherwise did not participate in both the National Assembly and local government elections to protest government intervention and intimidation of opponents.Civilian authorities at times did not maintain effective control over the security forces. The regime responded with excessive force to peaceful public protests on April 14, April 16, and May 9. More than 70 supporters of the United Democratic Party (UDP) were arrested; several were beaten and tortured during the three protests. Thirty of the detainees were convicted on July 20 and July 21, and sentenced to three years' imprisonment. Two of the detainees died in custody.

Days after the presidential runoff election, the National Elections Commission (NEC) declared the Coalition for Democratic Change candidates George Weah president and Jewel Howard-Taylor vice president for a six-year term. Vacated Senate seats held by the president and vice president prompted by-elections on July 31 that were peaceful and credible. Likewise, on November 20, by-elections to fill two other vacated seats were peaceful and credible.Civilian authorities generally maintained effective control over the security forces, although lapses occurred.Human rights issues included extrajudicial killings by police; arbitrary and prolonged detention by government officials; harsh and life-threatening prison conditions; undue restrictions on the press; criminal libel despite progress to enact legislation decriminalizing press offenses; official corruption; lack of accountability in cases of violence against women due to government inaction in some instances, including rape, domestic violence, and female genital mutilation/cutting (FGM/C); trafficking in persons; criminalization of consensual same-sex sexual conduct; violence targeting lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons; and child labor, including its worst forms.
