In questo volume approfondiremo un tema fondamentale per i diritti delle persone con disabilità: l'accessibilità e la fruizione dello spazio pubblico. Ci occuperemo dei diritti delle persone con disabilità sanciti dalla Convenzione ONU del 2006 e dai riferimenti della Costituzione Italiana sull'eguaglianza delle persone. Analizzeremo la Progettazione Universale evidenziando che con attenzioni specifiche e senza spese esorbitanti progettare per tutti si può. Studieremo gli strumenti urbanistici vigenti in Italia relativi alla mobilità ed alla sicurezza ed i Programmi delle Nazioni Unite come Habitat e New Urban Agenda che si occupano di mobilità urbana con particolare attenzione alle persone con disabilità. Guarderemo esempi di buone pratiche estere ma porremo attenzione all'iniziativa dell'Istituto Nazionale Urbanistica denominata “Città accessibili a tutti” attiva già da un triennio con grande partecipazione di enti pubblici e privati. Approfondiremo infine il tema dei rischi naturali e dei piani d'emergenza mirati anche alla gestione delle persone con disabilità. Questo volume si annovera fra i più impegnativi lavori di Friedrich A. von Hayek e tra le maggiori opere del Novecento. È una compiuta ricostruzione dei princìpi del liberalismo classico, svolta da un autore a cui tutti hanno riconosciuto la proforndità dell'acume teorico e la vastità del sapere. E ci fornisce un quadro d'insieme normalmente irreperibile. Ecco perché il testo hayekiano, sebbene apparso originariamente nel 1960, ha una sua prorompente attualità. Irriducibile avversario di Keynes,Hayek ci fa partecipi della ricerca delle condizioni che rendono possibile o impossibile la «società libera». Egli ha dedicato gran parte della sua vita a tale ricerca. E ci porta per mano, con un linguaggio piano e comprensibile, a esplorare le regioni gnoseologiche, economiche, giuridiche e politiche della libertà. La base di partenza è costituita dal problema della dispersione delle nostre conoscenze di tempo e di luogo, di cui la concorrenza e il mercato rendono possibile la mobilitazione. Di qui il conseguimento di risultati imprevedibili e impredicibili, che sono il tipico prodotto della libertà individuale. A ciò è legata l'attenzione di Hayek nei confronti della sovranità del diritto, posta come garanzia della scelta, dell'autonomia dell'azione dei singoli. Un'idea attraverso cui l'autore ci aiuta a "decifrare" il significato storico-politico della Grande Società e dei movimenti a essa ostili: anche di quelli apparentemente meno minacciosi che, sostituendo il diritto con la legislazione, trasformano la dinamica sociale in una corsa a quei "doni" avvelenati della politica, che minano le condizioni della libertà. La società libera è un irrinunziabile strumento di orinetamento, che non ha destinatari privilegiati. L'arricchimento culturale che essa consente è certo: perché getta una potente luce sul mondo in cui viviamo, sulle sue origini, sui suoi travagli e sulle sue prospettive.

In 1638, a small book of no more than 92 pages in octavo was published “appresso Gioanne Calleoni” under the title “Discourse on the State of the Jews and in particular those dwelling in the illustrious city of Venice.” It was dedicated to the Doge of Venice and his counsellors, who are labelled “lovers of Truth.” The author of the book was a certain Simone (Simḥa) Luzzatto, a native of Venice, where he lived and died, serving as rabbi for over fifty years during the course of the seventeenth century. Luzzatto’s political thesis is simple and, at the same time, temerarious, if not revolutionary: Venice can put an end to its political decline, he argues, by offering the Jews a monopoly on overseas commercial activity. This plan is highly recommendable because the Jews are “wellsuited for trade,” much more so than others (such as “foreigners,” for example). The rabbi opens his argument by recalling that trade and usury are the only occupations permitted to Jews. Within the confines of their historical situation, the Venetian Jews became particularly skilled at trade with partners from the Eastern Mediterranean countries. Luzzatto’s argument is that this talent could be put at the service of the Venetian government in order to maintain – or, more accurately, recover – its political importance as an intermediary between East and West. He was the first to define the role of the Jews on the basis of their economic and social functions, disregarding the classic categorisation of Judaism’s alleged privileged religious status in world history. Nonetheless, going beyond the socio-economic arguments of the book, it is essential to point out Luzzatto’s resort to sceptical strategies in order to plead in defence of the Venetian Jews. It is precisely his philosophical and political scepticism that makes Luzzatto’s texts so unique. This edition aims to grant access to his works and thought to English-speaking readers and scholars. By approaching his texts from this point of view, the editors hope to open a new path in research into Jewish culture and philosophy that will enable other scholars to develop new directions and new perspectives, stressing the interpenetration between Jews and the surrounding Christian and secular cultures.
