The absence of a security dialogue and agreement among competing internal and external actors has rendered the well-intentioned Skhirat accord impossible to fully implement at this time. It is critical to return to hammer out a security agreement that can be married to those elements of the accord that both sides support. On its current trajectory, the peace process is headed for a failure that would leave pressing international issues unresolved, such as combating people-smugglers and jihadist groups, and ensure dramatic worsening of living conditions for most Libyans. What has been achieved by the UN-led negotiations – broad agreement on the need for a transitional framework and some of its critical political elements – would be lost. The December 2015 agreement could have been imposed on recalcitrant actors had they been marginal and the international community united. That was not the case. Salvaging a political solution requires dealing with the fragmented and deeply frustrating Libya that exists, with its local leaders and armed groups, not the one we wish for.

After the overthrow of the Qadhafi regime in 2011, Libya witnessed a dramatic breakdown of centralized power. Countless local factions carved up the country into a patchwork of spheres of influence. Almost no nationwide or even regional organizations emerged, and no national institutions survived the turbulent descent into renewed civil war. Only the leader of one armed coalition, Khalifa Haftar, managed to overcome competitors and centralize authority over eastern Libya. But tenacious resistance from armed groups in western Libya blocked Haftar's attempt to seize power in the capital Tripoli. Rarely does political fragmentation occur as radically as in Libya, where it has been the primary obstacle to the re-establishment of central authority. This book analyzes the forces that have shaped the country's trajectory since 2011. Since 2011 the Libyan crisis has moved from being a domestic dispute to assuming increasing importance at the international level. Today it represents a crucial issue affecting global security. The intervention of external actors in the Libyan crisis was mainly driven by a desire to direct the transition towards outcomes that would best meet their own political and economic interests. Accordingly, each external player tried to support one specific faction, favoring either the Parliament in Tobruk, upheld by Khalifa Haftar, or the Presidential Council headed by Fayez al-Serraj in Tripoli, the latter being legitimized by the UN as well as by local militias in both Misrata and Tripoli. This report analyzes the troublesome re-building of Libya with a focus on the specific role played by international actors (neighboring and Gulf countries, European nations, Russia and the US) which make it more of an international rather than a domestic issue.

We no longer inhabit a world governed by international coordination, a unified NATO bloc, or an American hegemon. Traditionally, the decline of one empire leads to a restoration in the balance of power, via a struggle among rival systems of order. Yet this dynamic is surprisingly absent today; instead, the superpowers have all, at times, sought to promote what Jason Pack terms the 'Enduring Disorder'. He contends that Libya's ongoing conflict-more so than the civil wars in Yemen, Syria, Venezuela or Ukraine-constitutes the ideal microcosm in which to identify the salient features of this new era of geopolitics. The country's post-Qadhafi trajectory has been molded by the stark absence of coherent international diplomacy; while Libya's incremental implosion has precipitated cross-border contagion, further corroding global institutions and international partnership. Pack draws on over two decades of research in and on Libya and Syria to highlight the Kafkaesque aspects of today's global affairs. He shows how even the threats posed by the Arab Spring, and the Benghazi assassination of US Ambassador J. Christopher Stevens, couldn't occasion a unified Western response.
