Heroin first reached Gejiu, a Chinese city in southern Yunnan known as Tin Capital, in the 1980s. Widespread use of the drug, which for a short period became “easier to buy than vegetables,” coincided with radical changes in the local economy caused by the marketization of the mining industry. More than two decades later, both the heroin epidemic and the mining boom are often discussed as recent history. Middle-aged long-term heroin users, however, complain that they feel stuck in an earlier moment of the country’s rapid reforms, navigating a world that no longer resembles either the tightly knit Maoist work units of their childhood or the disorienting but opportunity-filled chaos of their early careers. Overcoming addiction in Gejiu has become inseparable from broader attempts to reimagine laboring lives in a rapidly shifting social world. Over the past 200 years, a health reform movement has emerged about every 80 years. These clean living cycles surged with, or were tangential to, a religious awakening. Simultaneously with these awakenings, out groups such as immigrants and/or youth were seen to exhibit behaviors that undermined society. Middle class fear of these dangerous classes and a desire to eliminate disease, crime, and other perceived health or social problems led to crusades in each of the three reform eras against alcohol, tobacco, drugs, certain foods, and sexual behaviors. A backlash began to emerge from some segments of the population against reform efforts. After the dissipation of the activism phase, laws made during the reform era often became ignored or repealed. With a few exceptions, during the 30 to 40 year ebb of the cycle, the memory of the movement disappeared from public awareness. The desire for improved health and social conditions also led to campaigns in favor of exercise, semi-vegetarian diets, women's rights, chastity, and eugenics. Engs describes the interweaving of temperance, women's rights, or religion with most health issues. Factions of established faiths emerged to fight perceived immorality, while alternative religions formed and adopted health reform as dogma. In the reform phase of each cycle, a new infectious disease threatened the population. Some alternative medical practices became popular that later were incorporated into orthodox medicine and public health. Ironically, over each succeeding movement, reformers became more likely to represent grass roots beliefs, or even to be state or federal officials, rather than independent activists.

What makes private property valuable, desirable or workable? This book focuses on social and economic dimensions of private property after the agrarian reforms of 1996 in Azerbaijan. It looks at the kinds of land and cultivation strategies emerging in the decades after the fall of the Soviet Union and asks why rural households were often unwilling to cultivate the privatized land shares they received for free, despite the threat and existence of rural poverty. Consideration is given both to households which were engaging in cultivation and those which were not. This includes internally displaced persons who were formally excluded from the privatization process but were nevertheless successful and eager cultivators. How and why were they keen on using land? How far does private property thrive on its own, without the support of lucrative markets or without the implementation of state sponsored economic policies? Through the lens and insights provided by economic anthropology, this study chronicles the historical legacy of authoritarian state structures, as well as the contemporary micro- and macro-economic struggles that mark a politics of property after socialism.

A Choice Outstanding Academic Book In the decade since President Clinton signed the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 into law—amidst promises that it would "end welfare as we know it"—did the reforms ending entitlements and moving toward time limits and work requirements lift Texas families once living on welfare out of poverty, or merely strike their names from the administrative rolls? Under welfare reform, Texas continued with low monthly payments and demanding eligibility criteria. Many families who could receive welfare in other states do not qualify in Texas, and virtually any part-time job makes a family ineligible. In Texas, most families who leave welfare remain in or near poverty, and many are likely to return to the welfare rolls in the future. This compelling work, which follows 179 families after leaving welfare, is set against a backdrop of multiple types of data and econometric modeling. The authors' multi-method approach draws on administrative data from nine programs serving low-income families and a statewide survey of families who have left welfare. Survey data on health problems, transportation needs, and child-care issues shed light on the patterns of employment and welfare use seen in the administrative data. In their lives after welfare, the families chronicled here experience poverty even when employed; a multiplicity of barriers to employment that work to exacerbate one another; and a failing safety net of basic human services as they attempt to sustain low-wage employment.
