The global financial, economic and sovereign debt crisis since 2008 has led to increases in political disaffection among citizens, a loss of legitimacy of political institutions, the discredit of mainstream parties and the rise of extremist or anti-system political alternatives. This comparative volume sheds greater light on this critical juncture in the recent history of the European Union (EU) by focusing on the evolution of attitudes of national political elites. It examines whether the crisis has affected the legitimacy of the EU integration project as perceived by national political elites and, consequently, if the elite consensus that constituted one of the most solid fundamentals supporting that project has been eroded. Analysing these changes across the different dimensions in which support for the EU is organized and its relationship with the evolution of support towards European integration among citizens in member states, the book addresses a basic question: How have these events affected the perceptions of the EU of national political elites? Ultimately, it sheds light on the evolution of the relationship between the perception of the EU and the national contexts, as well as the likely evolution of the project of European integration in the near future. This book adopts a novel analytical approach to understanding how Russia's stalled democratisation is related to the incomplete liberalisation of the economy. Based on extensive original comparative study of Russia’s regions, the book explores the precise channels of interaction that create the mutuality of property rights, entrepreneurship, rule of law, norms of citizenship and liberal democracy. It demonstrates that the extent of democratisation varies across regions, and that this variation is connected to the extent of liberalisation of the economy. Moreover, it argues that the key factor in producing this linkage is the relative prominence of small business owners and their supporters in articulating their interests vis-à-vis regional and local administrations, especially through the institutionalisation of networks and business associations. The book develops its key theses by means of detailed analysis of the experiences of four case study regions. From smugglers to entrepreneurs, blue-collar workers and taxi drivers, this book deals with the multitude of characters engaged in informal economic practices in the former socialist regions. Going beyond a conception of informality as opposed to the formal sector, its authors demonstrate the fluid nature of informal transactions straddling the crossroads between illegal, illicit, socially acceptable and symbolically meaningful practices. Their argument is informed by a wide range of case studies, from Central Europe to the Baltics and Central Asia, each of which is constructed around a single informant. Each chapter narrates the story of a composite person or household that was carefully selected or constructed by an author with long-standing ethnographic research experience in the given field site.
