As climate change looms larger, many look to sustainable investing that incorporates environmental, social, and governance (ESG) concerns as part of the way forward. To assess scope for ESG-conscious investing to achieve climate change goals, we explore the link between emissions growth and ESG scores using firm-level data for the largest emitters around the world. Discouragingly, our analysis uncovers at best a weak relationship: firms with better ESG scores do display somewhat slower emissions growth but this link is substantially attenuated and no longer statistically significant if we limit attention to within-country or within-firm variation. Our findings suggest limited scope for sustainable investing strategies conditioned solely on ESG indicators to meaningfully help mitigate climate change and, more broadly, underscore the need to continue to build consensus towards effective economy-wide policies to address climate change.

This book is about the history, present and future of one the most important policy ideas of the modern era – that there is a single, global dangerous amount of climate change. That dangerous amount of climate change is imagined as two degrees centigrade of global warming above the pre-industrial average. Though the two degree idea is based on the value system of elite policy actors, it is been constructed in public discourses as scientific fact. This false representation of the concept undermines opportunities for positive public engagement with the climate policy debate, yet it is strong public engagement which is a recurring aspiration of climate policy discourses and is considered essential if climate mitigation strategies are to work. Alongside a critical analysis of how the idea of a single dangerous limit has shaped our understanding of what sort of problem climate change is, the book explains how the public have been kept out of that decision making process, the implications of this marginalisation for climate policy and why the dangerous limit idea is undermining our ability to mitigate climate change. The book concludes by exploring possibilities for a deliberation about the future of the two degree limit which allows for public participation in the decision making process. This book illustrates why, at this critical juncture in the climate policy debate, the two degree limit idea has failed to achieve any of the policy goals intended. Climate change, driven by the increasing concentration of greenhouse gases in the atmosphere, poses serious, wide-ranging threats to human societies and natural ecosystems around the world. The largest overall source of greenhouse gas emissions is the burning of fossil fuels. The global atmospheric concentration of carbon dioxide, the dominant greenhouse gas of concern, is increasing by roughly two parts per million per year, and the United States is currently the second-largest contributor to global emissions behind China. Limiting the Magnitude of Future Climate Change, part of the congressionally requested America's Climate Choices suite of studies, focuses on the role of the United States in the global effort to reduce greenhouse gas emissions. The book concludes that in order to ensure that all levels of government, the private sector, and millions of households and individuals are contributing to shared national goals, the United States should establish a "budget" that sets a limit on total domestic greenhouse emissions from 2010-2050. Meeting such a budget would require a major departure from business as usual in the way the nation produces and uses energy-and that the nation act now to aggressively deploy all available energy efficiencies and less carbon-intensive technologies and to develop new ones. With no financial incentives or regulatory pressure, the nation will continue to rely upon and "lock in" carbon-intensive technologies and systems unless a carbon pricing system is established-either cap-and-trade, a system of taxing emissions, or a combination of the two. Complementary policies are also needed to accelerate progress in key areas: developing more efficient, less carbon-intense energy sources in electricity and transportation; advancing full-scale development of new-generation nuclear power, carbon capture, and storage systems; and amending emissions-intensive energy infrastructure. Research and development of new technologies that could help reduce emissions more cost effectively than current options is also strongly recommended.

North American policy responses to global climate change are complex and sometimes contradictory and reach across multiple levels of government. For example, the U.S. federal government rejected the Kyoto Protocol and mandatory greenhouse gas (GHG) restrictions, but California developed some of the world's most comprehensive climate change law and regulation; Canada's federal government ratified the Kyoto Protocol, but Canadian GHG emissions increased even faster than those of the United States; and Mexico's state-owned oil company addressed climate change issues in the 1990s, in stark contrast to leading U.S. and Canadian energy firms. This book is the first to examine and compare political action for climate change across North America, at levels ranging from continental to municipal, in locations ranging from Mexico to Toronto to Portland, Maine. Changing Climates in North American Politics investigates new or emerging institutions, policies, and practices in North American climate governance; the roles played by public, private, and civil society actors; the diffusion of policy across different jurisdictions; and the effectiveness of multilevel North American climate change governance. It finds that although national climate policies vary widely, the complexities and divergences are even greater at the subnational level.
