Le Linee Guida per il superamento delle barriere architettoniche nei luoghi di interesse culturale sono rivolte a tutti coloro, architetti e ingegneri in primo luogo, funzionari di amministrazioni pubbliche o liberi professionisti, che nel corso della propria attività si trovano ad affrontare, seppur con ruoli diversi (responsabili del procedimento, soggetti finanziatori, progettisti, direttori dei lavori, collaudatori), il tema dell'accessibilità nell'ambito dei luoghi di interesse culturale. Il testo si propone come strumento per stimolare la riflessione su un tema la cui complessità viene spesso sottovalutata (si pensi ad esempio alle cosiddette barriere percettive quasi sempre ignorate), al fine di superare la prassi corrente della mera messa a norma, evidenziando come le problematiche connesse con l'accessibilità costituiscano la base stessa della progettazione e della disciplina del restauro.

L'applicazione delle norme tecniche di settore ai beni d'interesse storico artistico è argomento di continuo approfondimento per la mia Direzione Generale. In tema di sicurezza, di tutto il mondo della sicurezza - antincendio, rischio sismico, impiantistica - le norme tecniche di carattere aspecifico possono rappresentare un rischio per la salvaguardia del patrimonio culturale quando vengono assunte acriticamente, senza piegarle alle esigenze della tutela. Altre volte si evita proprio di far fronte ai problemi della sicurezza per evitare la difficoltà dell'intervento. Si tratta, in un caso e nell'altro, di atteggiamenti perniciosi. E in ragione di ciò, si è iniziato da qualche anno la messa a punto di strumenti in forma di linee guida o raccomandazioni per proporre un sistema metodologico di certezze sul piano operativo. Dopo l'adozione delle Linee guida per il superamento delle barriere architettoniche nei luoghi d'interesse culturale (Decreto Ministeriale 28 marzo 2008), uno strumento per enti e operatori chiamati ad affrontare il tema dell'accessibilità nei luoghi di interesse culturale, si è voluto dedicare attenzione alla formazione dei futuri architetti e ingegneri, le figure professionali maggiormente coinvolte nella conservazione e nel restauro, con la competizione e il premio per tesi di laurea "Muoversi nell'immobile". Entrambi gli obiettivi sono frutto dell'impegno svolto in seno alla Commissione per l'analisi delle problematiche relative alla disabilità nello specifico settore dei beni e delle attività culturali, insediata presso l'ufficio del Gabinetto del Ministero per i beni e le attività culturali. Current ideas about human diversity often highlight the importance of the relational and dynamic nature of interactions across different domains of human function, activities and participation. Universal Design (UD) is defined as design that is usable by all people, to the greatest extent possible and without the need for adaptation or specialization. The term ‘universal’ is intended to embrace human diversity, making it the opposite of the one-size-fits-all approach. The Universal Design conference series was started in 2012 with the aim of promoting UD as a discipline-independent philosophy and approach which can transcend the boundaries between communities of knowledge and communities of practice. The first part of this book is a collection of 6 invited papers arising from some of the informal and semi-formal discussions and debates which took place as part of the UD 2022 conference in Italy. Authors were invited to submit papers presenting real case studies, and asked to discuss not only the opportunities and strengths, but also the challenges encountered when implementing UD in various domains. The second part of the book presents 6 essays by researchers who have worked on different aspects of UD over the years, each written from the perspective of the author’s own research strand.
