Three papers are compiled here for research library directors: (1) "Background: Open Systems Interconnection," in which David F. Bishop provides fundamental background information to explain the concept of the emerging technology of linked systems and open systems interconnection--i.e., an agreed upon standard set of conventions or rules that, when implemented will enable computers of different manufacturers, controlled by different types of internal programs, to communicate with each other as equals with minimal prior negotiation; (2) "LSP (Linked Systems Project) and the Library Community," in which Henriette Avram provides an overview of the current status of LSP, i.e., a program involving the Library of Congress, the American Library Association (ALA) Research Libraries Group, OCLC (Online Computer Library Center), and other groups, that is attempting to develop a means of sharing data from one system to another without having to learn each individual system and having a prescribed terminal for each system; and (3) "LSP: Implications for Our Libraries," in which Dorothy Gregor imparts a sense of what linked systems will mean for the future operations of their libraries, e.g., being able to link local online catalog systems with the networks so that library users can move from searching the local catalog to searching OCLC. This book focuses on the linking of the European Union Emissions Trading System (EU ETS) with other independent regional ETS. While rich practical and academic research has evolved on the economic and technical side of ETS linking, political drivers and barriers have so far been underrepresented in this debate. Filling this lacuna and based on international relations theory, existing research and qualitative fieldwork, this book introduces the range of political conditions that influence linking, such as political leadership and stakeholder activity. Specifically, it analyzes which of these aspects have played a role in three different linking activities of the EU: (1) a failed linking attempt: EU ETS–California Cap-and-Trade Program; (2) a successful linking treaty: EU ETS–Switzerland Emissions Trading System; and (3) an agreed-upon but not realized link: EU ETS–Australia Carbon Pricing Mechanism. Through an interrogation of these examples, Dr. Unger concludes that it is not only the technical challenges or the overall economic benefit but rather domestic interests, structural aspects, and external international political developments that have jointly dominated linking activities, especially those in which the EU takes part. This book will be of great interest to scholars and policy-makers working in climate policy and EU environmental politics.

Electoral Systems and Political Context illustrates how political and social context conditions the effects of electoral rules. The book examines electoral behavior and outcomes in countries that use 'mixed-member' electoral systems – where voters cast one ballot for a party list under proportional representation (PR) and one for a candidate in a single member district (SMD). Based on comparisons of outcomes under the two different rules used in mixed-member systems, the book highlights how electoral systems' effects – especially strategic voting, the number of parties and women's representation – tend to be different in new democracies from what one usually sees in established democracies. Moreover, electoral systems such as SMDs are usually presumed to constrain the number of parties irrespective of the level of social diversity, but this book demonstrates that social diversity frequently shapes party fragmentation even under such restrictive rules.
