In their preface to the second edition of Test Equating, Scaling, and Linking, Mike Kolen and Bob Brennan (2004) made the following observation: “Prior to 1980, the subject of equating was ignored by most people in the measurement community except for psychometricians, who had responsibility for equating” (p. vii). The authors went on to say that considerably more attention is now paid to equating, indeed to all forms of linkages between tests, and that this increased attention can be attributed to several factors: 1. An increase in the number and variety of testing programs that use multiple forms and the recognition among professionals that these multiple forms need to be linked. 2. Test developers and publishers, in response to critics, often refer to the role of linking in reporting scores. 3. The accountability movement and fairness issues related to assessment have become much more visible. Those of us who work in this field know that ensuring comparability of scores is not an easy thing to do. Nonetheless, our customers—the te- takers and score users—either assume that scores on different forms of an assessment can be used interchangeably or, like the critics above, ask us to justify our comparability assumptions. And they are right to do this. After all, the test scores that we provide have an impact on decisions that affect people’s choices and their future plans. From an ethical point of view, we are obligated to get it right.

This book provides an introduction to test equating, scaling and linking, including those concepts and practical issues that are critical for developers and all other testing professionals. In addition to statistical procedures, successful equating, scaling and linking involves many aspects of testing, including procedures to develop tests, to administer and score tests and to interpret scores earned on tests. Test equating methods are used with many standardized tests in education and psychology to ensure that scores from multiple test forms can be used interchangeably. Test scaling is the process of developing score scales that are used when scores on standardized tests are reported. In test linking, scores from two or more tests are related to one another. Linking has received much recent attention, due largely to investigations of linking similarly named tests from different test publishers or tests constructed for different purposes. In recent years, researchers from the education, psychology and statistics communities have contributed to the rapidly growing statistical and psychometric methodologies used in test equating, scaling and linking. In addition to the literature covered in previous editions, this new edition presents coverage of significant recent research. The Asia-Pacific region needs to maximize the benefits of education to enable it to compete in an economic future dominated by innovation, in which assessing student progress must be an empowering rather than delimiting factor. This detailed exposition of the theoretical basis and application tools of self-directed learning-oriented assessment (SLOA) reflects the very latest research championed by the Assessment Research Centre at The Hong Kong Institute of Education. Featuring a range of relevant case studies, it explores the varied theoretical issues related to SLOA and offers an integrated view of the system fully in line with the constructivist paradigm of learning which advocates formative rather than summative assessment. Many of the initiatives outlined here are firsts in the region. SLOA is already being applied in many schools with links to the ARC. It is an approach to assessment that acknowledges the centrality of self-directed learning and which positions assessment as a tool to enable and enhance self-directed learning. It draws on several theories of learning and assessment, including the constructivist notion that learning is best achieved when students take ownership of their educational process, setting their own goals and monitoring their own progress towards those goals. SLOA has been the research and service approach of the ARC since 2005. In the intervening years the centre has developed a number of tools to facilitate SLOA learning and assessment, including vertical ability scales, teacher-friendly computer software and packages for self-directed learning.

The goal of this book is to emphasize the formal statistical features of the practice of equating, linking, and scaling. The book encourages the view and discusses the quality of the equating results from the statistical perspective (new models, robustness, fit, testing hypotheses, statistical monitoring) as opposed to placing the focus on the policy and the implications, which although very important, represent a different side of the equating practice. The book contributes to establishing “equating” as a theoretical field, a view that has not been offered often before. This edited volume presents a systematic analysis of conceptual, methodological and applied aspects related to the validation of educational tests used in Latin American countries. Inspired by international standards on educational measurement and evaluation, this book illustrates efforts that have been made in several countries to validate different types of educational assessments, including student learning assessments, measurements of non-cognitive aspects in students, teacher evaluations, and tests for certification and selection. It gathers the experience of validity studies from the main international assessments in Latin America (PISA, TIMSS, ERCE, and ICCS). Additionally, it shows the challenges that must be taken into account when evaluations are used to compare countries, groups or trends of achievement over time. The book builds on the premise that measurements in the educational field should not be used if there are no studies that support the validity of the interpretation of their scores, or the use made of such tests. It shows that, despite the recognition given to validity, relatively few educational measurement assessments have accumulated enough evidence to support their interpretation and use. In doing so, this volume increases awareness about the relevance of validity, especially when assessments are key component of educational policies.
