This report summarizes a workshop organized by the National Academies' Roundtable on Science and Technology for Sustainability. The workshop brought together a select group of program managers from the public and private sectors to discuss specific cases of linking knowledge to action in a diverse set of integrated observation, assessment, and decision support systems. Workshop discussions explored a wide variety of experiments in harnessing science and technology to goals of promoting development and conserving the environment. Participants reflected on the most significant challenges that they have faced when trying to implement their programs and the strategies that they have used to address them successfully. The report summarizes discussions at the workshop, including common themes about the process of linking knowledge with actions for sustainable development that emerged across a wide range of cases, sectors, and regions.

It is now commonplace to assert that actions toward sustainable development require a mix of scientific, economic, social and political knowledge, and judgments. The role of research-based knowledge in this complex setting is ambiguous and diverse, and it is undergoing rapid change both in theory and in practice. We review conventional views of the linkages between research-based knowledge and action, and the early response to concerns that these links could and should be improved, through efforts at translation and transfer. We then examine the range of critiques that challenge those conventional views by highlighting different aspects of the relationships between science and society, focusing on the implications for action toward sustainable development. We then review the theories and strategies that have emerged in the attempt to improve the linkages between research-based knowledge and action in the context of sustainability across four broad categories: participation, integration, learning, and negotiation. These form a hierarchy with respect to how deeply they engage with the various critiques. We propose that the relationships between research-based knowledge and action can be better understood as arenas of shared responsibility, embedded within larger systems of power and knowledge that evolve and change over time. The unique contribution of research-based knowledge needs to be understood in relation to actual or potential contributions from other forms of knowledge. We conclude with questions that may offer useful orientation to assessing or designing research-action arenas for sustainable development.

The National Academies' Roundtable on Science and Technology for Sustainability hosted a workshop "Knowledge-Action Systems for Seasonal to Interannual Climate Forecasting" in 2004 to discover and distill general lessons about the design of effective systems for linking knowledge with action from the last decade's experience with the production and application of seasonal to interannual climate forecasts. Workshop participants described lessons they had learned based on their experiences developing, applying, and using decision support systems in the United States, Columbia, Brazil, and Australia. Some of the key lessons discussed, as characterized by David Cash and James Buizer, were that effective knowledge-action systems: define and frame the problem to be addressed via collaboration between knowledge users and knowledge producers; tend to be end-to-end systems that link user needs to basic scientific findings and observations; are often anchored in "boundary organizations" that act as intermediaries between nodes in the system - most notably between scientists and decision makers; feature flexible processes and institutions to be responsive to what is learned; use funding strategies tailored to the dual public/private character of such systems; and require people who can work across disciplines, issue areas, and the knowledgeâ€"action interface.

Wageningen Univerisity and Research Centre is known for its practical and societally relevant research in spatial development. Stakeholders currently put much emphasis on participatory processes in landscape planning procedures. This poses a special challenge for research. This Special Issue looks forward as well as backward to best analyze the forest conservation challenges of the Caribbean. This is made possible by 75 years of research and applications by the United States Department of Agriculture, International Institute of Tropical Forestry (the Institute) of Puerto Rico. It transforms Holocene-based scientific paradigms of the tropics into Anthropocene applications and outlooks of wilderness, managed forests, and urban environments. This volume showcases how the focus of the Institute’s programs is evolving to support sustainable tropical forest conservation despite uncertain conditions. The manuscripts showcased here highlight the importance of shared stewardship and a long-term, hands-on approach to conservation, research programs, and novel organizations intended to meet contemporary conservation challenges.
