This report reviews: (1) what is known about how transit-oriented developments affect the availability of affordable housing; (2) how local, state, and federal agencies have worked to ensure that affordable housing is available in transit-oriented developments; and (3) the extent to which HUD and FTA have worked together to ensure that transportation and affordable housing objectives are integrated in transit-oriented developments. What is a better community? How can we reconfigure places and transport networks to create environmentally friendly, economically sound, and socially just communities? This digest summarizes key findings of research performed under NCHRP Project 20-65, Task 42, Rural Public Transportation Strategies for Responding to the Livable and Sustainable Communities Initiative, by ICF International. For the study, ICF conducted a nationwide survey of state departments of transportation (DOTs) and their rural livability activities; conducted follow-up interviews about grants from the Partnership for Sustainable Communities (PSC); and created a primer highlighting strategies that state DOTs, transit operators, and their partners can use to help rural organizations applying for discretionary grant programs. The strategies discussed in the primer are: (1) Building awareness of PSC resources and livability in rural communities; (2) Providing programmatic and financial support; (3) Creating statewide or regional partnerships; and (4) Encouraging transit coordination at the regional level.

The effects of climate change are beginning to be felt around the world with rising temperatures, changing precipitation levels, more frequent and severe storms and longer more intensive droughts threatening human life and livelihoods and damaging property and infrastructure. In this context, a climate resilient society is one that is: reflective (learns from experiences); robust (both people and infrastructure can withstand the impacts of extreme conditions); forward-thinking (with plans made to ensure systems function during extreme events); flexible (so systems and plans can change, evolve or adopt alternative strategies); resourceful (to respond quickly to extreme events); inclusive (so all communities including the vulnerable are involved in planning); and integrated (so people, systems, decision-making and investments are mutually supportive of common goals). The Climate Resilient Societies Major Reference Work includes chapters covering a range of themes that provide readers with an invaluable overview on how various levels of government have attempted to create climate resilient societies. In particular, each chapter, under its respective theme, will address how a government, or series of governments, at various levels in non-OECD and/or OECD countries, have implemented innovative climate resilient policies that seek synergies across strategies, choices and actions, in an attempt to build a climate resilient society.
