Using literacy practices in the newly independent post-apartheid Namibia as a lens through which to examine the effects of globalisation, this broad case study looks at issues surrounding tourism, state control and the new forces of consumerism. By placing literacy at the centre of an investigation into social and cultural change as experienced by individuals, Papen shows that in times of change, reading and writing are always implicated in structures of power and inequality. The book considers language practices that can exclude some members of Namibian society and also looks at the strategies used by local people to accommodate and even embrace the onward march of global English and the influx of foreign visitors, practices and modes of commerce and interaction.

This book takes on current perspectives on children’s relationships to literacy, media, childhood, markets and transtionalism in converging global worlds. It introduces the idea of multi-sited imaginaries to explain how children’s media and literacy performances shape and are shaped by shared visions of communities that we collectively imagine, including play, media, gender, family, school, or cultural worlds. It draws upon elements of ethnographies of globalization, nexus analysis and performance theories to examine the convergences of such imaginaries across multiple sites: early childhood and elementary classrooms and communities in Puerto Rico and the Midwest United States. In this work we attempt to understand that the local moment of engagement within play, dramatic experiences, and literacies is not a given but is always emerging from and within the multiple localities children navigate and the histories, possibilities and challenges they bring to the creative moment.

Former World Bank education specialist Bjorn Nordtveit argues in this groundbreaking study that a development project or policy should not be understood and analyzed as a linear system. Instead, he believes we should view it as a complex and dialectical organism. Basing his theories on post-development and complexity theories as well as New Institutional Economics, Nordtveit lays out a novel method of analyzing development – both on the ground and in the think-tank. Informed by detailed quotations from interviews with local people involved in a World Bank literacy project in Senegal, the author demonstrates how a project is entangled in the global economy, and how it constructs development through a discourse of gender equity, growth of the civil society, and promotion of the use of private provision of social services. Nordtveit’s new analytical methodology claims it is necessary for all development initiatives to first investigate whether the donors’ vision of development coincides with national – and local – notions of development. Only then can the holistic and complex interrelations between the project and all other development desires and services in the community be studied. Finally, the project’s cost effectiveness must be considered. The author also examines the strengths and weaknesses of ‘public-private partnerships’, which are being used ever more frequently by donor agencies to implement social services. Constructing Development is a tour de force. Going back and forth between the global and the local, it examines a World Bank women's literacy project in Senegal through a critical and integrated discussion of education and development, globalization, gender, civil society, and privatization. Nordtveit offers an insightful and innovative critique of development theory and practice, drawing on new authors and fields, such as Complexity Theory. Prior to the era of globalization, education in Southeast Asia was viewed in the context of the national state and it was deployed in the service of state and nation-building and national economic development. States monopolized education, and public-funded centralized education systems were established to teach literacy, transmit national cultures and promote social cohesion, and to produce literate workers. Globalization forces, however, dramatically impacted in varying ways and degrees the national education systems across the region. As states begun to see their citizens as resources to enhance the countries' competitiveness in the global market, it, among other things, led to the increasing demand for highly skilled and qualified human capital. The accompanying neoliberal ideology led to varying degrees of decentralization, privatization and internationalization of education, especially of higher education, in Southeast Asia. The chapters in this volume focus on a number of issues and challenges confronting the education sector in Southeast Asia, including: (i) the contrasting language in education policy in Singapore and Malaysia; (ii) the introduction of an English-medium private education sector in Malaysia; (iii) the internationalization of Thai higher education; (iv) access and quality issues in the massification of Malaysian higher education; (v) secondary school quality and higher education participation in Indonesia; (vi) equity, access and retention in primary school education in Malaysia; and (vii) reforms in the primary and secondary education in Myanmar.
