This book explores lithium extraction in Chile as part of the global energy transition, unravelling the ontological, ecological, and economic dimensions behind this type of extractivism. A transition away from fossil fuels is urgent in the context of climate change and one of the main challenges so far has been to store the variable energy provided by renewable energy sources. Due to its role in the lithium-ion batteries that power electric vehicles, lithium has been framed as a ‘critical mineral’ to transit towards low-carbon economies. Chile is the second lithium-exporting country worldwide and while it aims to expand its production, the delicate wetland ecosystems, and Indigenous territories where lithium comes from face increasing pressure. This book looks at the worlds, ecologies, and economies that are becoming increasingly extracted and the effects of these processes. Drawing on the case of extractivism in the Salar de Atacama watershed in the Antofagasta region in Chile and engaging with Indigenous and non-Indigenous local communities, NGOs, state officials, companies, and lithium workers through a twelve-month ethnography, the book offers a unique perspective into the contested narratives around what is being extracted and the manifold effects of it. By putting the Indigenous cosmovision forward and showing the local experiences with an industry powered by the ongoing energy transition, this book connects the notions of interconnection and fragmentation to provide a wider understanding of future challenges, where ontologies, ecologies, and economies are intertwined. The book weaves together different disciplinary strands and takes them forward to show how the solutions based on extractivism are menacing to destroy the marginalized worlds and ecosystems of human and non-human communities. This book addresses two major issues in natural resource management and political ecology: the complex conflicting relationship between communities managing water on the ground and national/global policy-making institutions and elites; and how grassroots defend against encroachment, question the self-evidence of State-/market-based water governance, and confront coercive and participatory boundary policing (‘normal’ vs. ‘abnormal’). The book examines grassroots building of multi-layered water-rights territories, and State, market and expert networks’ vigorous efforts to reshape these water societies in their own image – seizing resources and/or aligning users, identities and rights systems within dominant frameworks. Distributive and cultural politics entwine. It is shown that attempts to modernize and normalize users through universalized water culture, ‘rational water use’ and de-politicized interventions deepen water security problems rather than alleviating them. However, social struggles negotiate and enforce water rights. User collectives challenge imposed water rights and identities, constructing new ones to strategically acquire water control autonomy and re-moralize their waterscapes. The author shows that battles for material control include the right to culturally define and politically organize water rights and territories. Andean illustrations from Peru, Ecuador, Bolivia and Chile, from peasant-indigenous life stories to international policy-making, highlight open and subsurface hydro-social networks. They reveal how water justice struggles are political projects against indifference, and that engaging in re-distributive policies and defying ‘truth politics,’ extends context-particular water rights definitions and governance forms.

As demand for natural resources increases due to the rise in world population and living standards, conflicts over their access and control are becoming more prevalent. This book critically assesses different approaches to and conceptualizations of resource fairness and justice and applies them to the analysis of resource conflicts. Approaches addressed include cosmopolitan liberalism, political economy and political ecology. These are applied at various scales (local, national, international) and to initiatives and instruments in public and private resource governance, such as corporate social responsibility instruments, certification schemes, international law and commodity markets. In doing so, the contributions contrast existing approaches to fairness and justice and extend them by taking into account the interplay between political scales, regions, resources, and power structures in "glocalized" resource politics.
